Development and creation of ‘The Gathering’ activation programme

Fáilte Ireland-National Tourism Development Authority

Fáilte Ireland is the National Tourism Development Authority, established by the Irish Government in May 2003 to guide and promote the development of tourism as a leading indigenous component of the Irish economy. To this end, Fáilte Ireland, working in partnership with the tourism industry, provides an extensive range of support services and business solutions designed specifically to develop and sustain Ireland as a high-quality and competitive tourism destination.
Fáilte Ireland works in partnership with Tourism Ireland (who promote Ireland as a holiday destination to overseas markets) and the Northern Ireland Tourist Board (responsible for tourism development and marketing in Northern Ireland). It also leads an extensive domestic holiday campaign via ‘Discover Ireland,’ which features comprehensive information and listings for Irish accommodation, activities, events, tourist attractions and Irish holiday special offers.
Failte Ireland are undertaking an extensive tourism initiative called The Gathering 2013. The business plan for this is in place, but additional specific expertise is needed to assist in the development of a detailed Operations or ‘Game’ Plan for 2 key elements of this project – (lot 1) the Enabler Engagement programme and (lot 2) the Gathering Events programme. There will also be additional areas for which specific expertise is needed in terms of bringing the strategy to life (lot 3). While these areas are as yet unidentified, they will also be a part of this tender. They will include the general expertise outlined below, but may also require additional specific expertise which will be detailed as and when these areas are identified. A mini competition will be held with all parties awarded to lot 3 as projects arise. Mini-competitions between suppliers in the lot will be evaluated on the basis of price quoted for the project, availability/turnaround time and if applicable, the specific competency and expertise of the supplier for the particular project or any other criterion where necessary.

Title of the lot: Enabler Engagement programme
Short description:
Overview. The citizens of Ireland and the Irish Diaspora are the key stakeholders in this project as they will be the ‘enablers’ who will ultimately create, develop and deliver the Gathering Events programme. This programme will provide the compelling reason for the targeted Irish Diaspora and Special Interest group ‘users’ to come to Ireland in 2013, so the meaningful and active engagement of the key stakeholders is therefore critical to the success of The Gathering initiative.Experience required.Delivering an operations plan to successfully secure the active engagement of individuals, communities, groups, associations etc throughout the country will require specific expertise and experience. It is envisaged that whoever secures this tender will have worked on many different community projects in the past. Being able to demonstrate an understanding of the ways to motivate and mobilise these groups and bring them together to deliver specific projects and goals is critical. An understanding of the variety of supports required to empower and enable these groups to deliver as well as how these supports can be created and activated will also be essential. Experience working on a previous large scale project similar to The Gathering will be a definite advantage. An ability to demonstrate excellent contacts and networks within these groups will be essential.See RFT document available for downloading from the Irish Government's procurement web site www.etenders.gov.ie for full details.

The Gathering Events programme will be made up of three key
pillars:(1) The ‘Connections’ programme;(2) The Flagship Event programme and(3) The Gathering Festivals programme. These will be the ‘hooks’ that will provide the compelling reason for the targeted Irish Diaspora and Special Interest group ‘users’ to come to Ireland in 2013 and thereby deliver on the ultimate objective of The Gathering – over 300 000 incremental visitors. The depth and quality of this programme and its ability to appeal to the target audience is therefore critical to the success of the initiative, as is the ability of these event organisers to deliver these events. The “Connections” programme, consisting of events created by individuals, communities, social groups and other organisations all over Ireland, is central to the success of The Gathering 2013 initiative. It will be delivered by mobilising individuals, communities, social groups and other organisations with existing international networks to organise gatherings and events in 2013.The Flagship Events programme, consisting of 12 large scale high profile events, will provide content for the overseas tourism promotional campaign. These events will comprise primarily of existing events which can demonstrate the capacity to broaden their programmes to grow and attract significant incremental overseas visitors to their event in 2013.The Gathering Festivals programme, consisting of existing festivals which have broadened their programme so as to attract incremental visitors in 2013, will provide a year round calendar of national and regional events and activities for people visiting Ireland during 2013.Experience required. There will also be additional areas for which specific expertise is needed in terms of bringing the strategy to life. While these areas are as yet unidentified, they will also be a part of this tender. They will include the general expertise outlined below, but may also require additional specific expertise which will be detailed as and when these areas are identified. The successful tenderer will be required to demonstrate an ability to critically review and analyse a strategy and assist in the development of an operations plan capable of bringing a strategy to life. They will also need to demonstrate an ability to identify any gaps and any elements of a strategy which may either not be capable of delivering as expected or may need to be tweaked in some way to deliver as expected. Evidence of having written and delivered a similar type of operations plan successfully will be a distinct advantage. The successful tender will need to demonstrate an ability to analyse what supports (toolkits, financial etc) are required to deliver on the objective.See RFT document available for downloading from the Irish Government's procurement web site www.etenders.gov.ie for full details.
