The number of contractors who will be shortlisted will be limited to five (5 no.), provided there are a sufficient number of suitably qualified candidates. The number of candidates selected will be based on the need to balance the characteristics of the procurement procedure with the resources required to conduct it and to submit tenders while also taking account of the need to ensure adequate competition. The tenderers proposal shall be submitted in a sealed box and clearly labelled "Expressions of Interest for appointment of Contractor for Burncourt Fethard Water Supply Scheme Contract No. 1 - Design, Build and Operate Contract". The box shall contain two (2 no.) hard copies and one (1 no.) electronic copy of the submission. It will be a condition of the award of the contract that the successful tenderer will be required to produce Tax Clearance Certification or a C2 Certificate from the Revenue commissioners where appropriate (in the case of a non-resident tenderer a statement of suitability on tax grounds from the Revenue commissioners in Ireland will be required), evidence of membership of a pension and sick pay scheme and any other relevant documentation as referred to in the tender documents. The Applicant must satisfy the following minimum criteria to qualify for evaluation:

— A minimum average annual turnover of at least…

… 2.0 million EUR over the last 3 years in the construction of water services projects,

… 0.4 million EUR over the last 3 years in the operation and maintenance of water or wastewater treatment plants.

Combined total turnover for all members of a consortium must meet the minimum turnover. If only one member has the skills, resources and experience for the work, that member must have an average turnover that demonstrates financial capacity for the work.

Technical and professional ability:

The information required and minimum requirements for participation will be in accordance with Regulation 54, 56 and 57 of S.I. 329 of 2006 – Applicants’ technical knowledge and ability, health & safety competence, quality assurance standards, environmental management standards.

Minimum level(s) of standards possibly required (if applicable).

Educational and professional qualifications (management).

Applicant must provide evidence of educational and professional qualifications (with dates obtained) and experience (on similar projects) of their managerial staff, and include the curricula vitae of the managerial staff and the organization structure in accordance with the requirements (if any) identified below.

Management structure.

The Applicant / consortium is to submit an organisational chart, showing the organisation structure, including the names, positions and responsibilities of directors and key personnel. The organisation structure shall identify subcontractors, advisors, designers and/or supporting consultants or if a consortium the main constituent companies.

Project director.

The applicant shall nominate and provide details of the person proposed for the role of 'Project Director' with overall responsibility for the management of this specific contract. As a minimum the “Project Director” shall have a minimum of 15 years experience on water services projects.

Project manager.

The Applicant shall nominate and provide details of the person proposed for the role of “Project Manager”. To clarify, this is the person who will be responsible for the overall day to day management of the project during the Design Build phase including control and management of all specialists and sub-contractors, and who will act as the Contractor's key contact person throughout the design, construction and initial operation phases of the contract. The project manager shall be based on Site. As a minimum the “Project Manager” shall be professionally qualified having a degree in engineering (minimum Level 7 on the National framework of qualifications as prepared by the National qualifications authority of Ireland) and having at least 10 years experience on water services projects.

Educational and professional qualifications (personnel).

Applicant must provide evidence of educational and professional qualifications (with the dates obtained) of the applicant’s personnel proposed for the project, including the curricula vitae of the personnel in compliance with the specific requirements (if any) identified below.

Project team structure.

The Applicant / consortium shall submit an organisational chart, clearly identifying the project team structure, including the names, positions and responsibilities of key personnel.

Curriculum vitae of all team members to include relevant professional qualifications and previous experience shall be provided.

Lead mechanical, electrical and process designer.

The Applicant shall nominate and provide details of the person proposed for the role of “Lead Mechanical, Electrical and Process Designer”. To clarify, this is the person who will be responsible for the design of all mechanical, electrical and process elements of the Works. He will be responsible for reviewing and approving design elements by sub-contractors, third parties or specialists. As a minimum the “Lead Mechanical, Electrical and Process Designer” shall be a professionally qualified engineer having a degree in engineering (minimum Level 7 on the National framework of qualifications as prepared by the National qualifications authority of Ireland) and having at least 10 years post-graduate experience in mechanical, electrical and process design with a minimum of 5 years experience on major potable water projects.

Lead civil / structural designer.

The Applicant shall nominate and provide details of the person proposed for the role of “Lead Civil / Structural Designer”. To clarify, this is the person who will be responsible for the design of all civil and structural elements of the works. He will be responsible for reviewing and approving design elements by sub-contractors, third parties or specialists. As a minimum the “Lead Civil / Structural Designer” shall be a professionally qualified engineer having a degree in engineering (minimum Level 7 on the National framework of qualifications as prepared by the National qualifications authority of Ireland) and having at least 10 years post-graduate experience in civil / structural design.

Lead civil / building site Agent.

The Applicant shall nominate and provide details of the person proposed for the role of “Lead Civil / Building Site Agent”. To clarify, this is the person who will be responsible for the supervision of all civil and building construction works. He will be responsible for supervising sub-contractors, third parties or specialists. As a minimum the “Lead Civil / Building Site Agent” shall have an engineering qualification (minimum level 6 on the National framework of qualifications as prepared by the National qualifications authority of Ireland) and having at least 10 years post-graduate experience. Alternatively a person with a minimum of 10 years experience as a civil / building site agent may be considered to have met the minimum criteria.

Lead mechanical and electrical site agent.

The Applicant shall nominate and provide details of the person proposed for the role of “Lead Mechanical and Electrical Site Agent”. To clarify, this is the person who will be responsible for the supervision of all mechanical and electrical elements of the works. He will be responsible for supervising sub-contractors, third parties or specialists. As a minimum the “Lead Mechanical and Electrical Contract Manager/Site Agent” shall have an engineering qualification (minimum Level 6 on the National framework of qualifications as prepared by the National qualifications authority of Ireland) and having at least 10 years post-graduate experience. Alternatively a person with a minimum of 10 years experience as a mechanical and Electrical Site Agent may be considered to have met the minimum criteria.

Operations manager.

The Applicant shall nominate and provide details of the person proposed for the role of operations manager. To clarify, this is the person who will be based on site full time and will be responsible for the day to day management of the works during the operate phase. The operations manager shall manage the works efficiently and in accordance with the works requirements and shall act as the Contractor's key on-site contact person for the duration of the O&M works. As a minimum the “Operations Manager” shall have engineering / science qualification (minimum level 6 on the National framework of qualifications as prepared by the National qualifications authority of Ireland) and having at least 10 years post-graduate experience on the operation and maintenance of water service works. Alternatively a person with a minimum of 10 years experience as a water treatment plant operations manager may be considered to have met the minimum criteria.

Applicants shall also provide details of the support staff, e.g. junior design team members, site agents, foremen etc available to the nominated persons above.

List of works carried out over the past 7 years.

1) Proven experience in the design and construction of:

(a) Water treatment works of similar size and complexity including process design, civil engineering and building works, mechanical and electrical works, testing and commissioning. As a minimum the Applicant shall demonstrate experience in the design and construction of 1 No. water treatment works of similar size and complexity. For the purpose of this competition similar size and complexity shall mean WTPs of greater than or equal to 1 000 m

(b) Civil engineering works associated with the construction of pipelines of similar size and complexity. As a minimum the Applicant shall demonstrate experience in the design and construction of 1 No. pipeline project of similar size and complexity. For the purpose of this competition similar size and complexity shall mean the design and construction of watermains greater than or equal to 2km in length and greater than or equal to 2 00mm in diameter;

(c) Civil engineering works associated with the design and construction of in-situ reinforced concrete drinking water reservoirs. As a minimum the Applicant shall demonstrate experience in the design and construction of 1 No. in-situ reinforced concrete drinking water reservoir of similar size and complexity. For the purpose of this competition similar size and complexity shall mean the design and construction an in-situ reinforced concrete drinking water reservoir or similar reinforced concrete water retaining structure of 1 000 m

2) Proven experience in the operation and maintenance of water treatment works of similar size and complexity. As a minimum the Applicant shall demonstrate experience in the operation and maintenance of 1 water treatment plant of similar size and complexity for a minimum period of 2 years. For the purpose of this competition similar size and complexity shall mean WTPs with capacities of greater than or equal to 1 000 m

List of technicians or technical bodies involved especially those responsible for quality control and those whom the Applicant can call on in order to carry out work.

Provide details in the form of a list of the relevant technicians or technical bodies (other than in-house specialists, or specialist subcontractors identified for specialist work) upon whom the Applicant can call on in order to carry out the work or whom the Applicant can use in regard to quality control (Article 48.2(b) of Directive 2004/18/EC and Regulation 57 of SI No 329 of 2006), particularly in the context of ensuring quality both in the administration of a project and the delivery of a high quality end-product. Include requirements (if any) listed below.

The Applicant shall submit evidence of ISO 9001 quality assurance accreditation or any other similar certification which will satisfy Regulation 63 of SI 329 2006. The contracting authority shall accept evidence of equivalent quality assurance measures provided by other economic operators.

A statement of the average annual numbers of persons employed by the applicant and those in a managerial position over the past 3 years.

Applicants must provide evidence for three years of average annual manpower and managerial staff in accordance with the requirements (if any) identified below.

The Applicant shall provide the following:

a) A breakdown of the average annual manpower in his employment into:

— "Management Staff",

— “Technical Staff" and

— "All Other Staff".

b) Indicate all works which he intends to sub-contract

For the purpose of this competition the Applicant's average annual manpower must exceed 3 persons per 1 300 000 EUR of average annual turnover. Failure to demonstrate this level of staff will result in the Applicant being excluded from further consideration.

A statement of the technical equipment available.

Applicant must provide evidence of technical equipment available to carry out the project, including evidence of technical equipment available to the Applicant’s specialists.
