Grangegorman Development Agency

The Grangegorman Development Authority (GDA) is a statutory agency established in 2006 to redevelop the Grangegorman site in Dublin city centre. The challenge is to plan for and implement a complex, multi-phased development that provides:
— a high quality area with physical linkages to Smithfield, Phibsborough, Prussia Street, and the City Centre,
— new health care facilities for the Health Service Executive (HSE),
— new urban campus for Dublin Institute of Technology (DIT),
— new arts, cultural, recreational and public spaces to serve the community and the city,
— primary school, public library and children’s play spaces, and,
— complementary mixed-use development.
GDA proposes to engage in a competitive process for the establishment of five (5) single-operator framework agreements for technical specialist services as follows:
— Lot 1: transportation and mobility consultancy services,
— Lot 2: statutory & town planning consultancy services,
— Lot 3: archaeology consultancy services,
— Lot 4: accessibility consultancy services,
— Lot 5: fire safety consultancy services.
Candidates will be able to apply for one, various or all lots.
Each framework agreement will have a duration of four (4) years. For the avoidance of doubt, the period for delivery of any contracts awarded under each framework may extend beyond the date of expiry of that framework agreement.

Description of options:

The GDA reserves the right to exercise the option referred to in Article 31(4)(b) of the Public Sector Directive / Article 32(5)(f) of the European Communities (Award of Public Authorities Contract) Regulations 2006 (S.I. No. 329 of 2006) to award to the consultant new services consisting in the repetition of similar services to those entrusted to the consultant, provided such services are in conformity with a basic project for which a contract was awarded. This option may only be used by the GDA during the 3 years following the conclusion of a contract under each framework.

If the candidate is a consortium or grouping of members, the candidate must specify the commercial and legal relationship amongst its members and any agreements giving effect to same. The GDA reserves the right to request copies of any such agreements.

The GDA reserves the right, at its absolute discretion, to require the lead firm to contract:

— on the basis of joint and several liability with each member of the candidate executing the contract,

— with a particular single member of the candidate as the prime contractor, with the other members providing collateral warranties and/or guarantees; or

— as an incorporated or unincorporated special purpose vehicle, with collateral warranties and/or guarantees from the members of the candidate.
