EirGrid plc

EirGrid requires the services of multiple specialist consultants to assist it with the development of the Irish Electricity transmission system assets. This pre-qualification questionnaire provides a description of the services EirGrid wishes to procure, as well as information about the selection procedure to be used.
EirGrid intends to establish a framework for the provision of these services using the following lots;
Lot 1: advice on project feasibility – phase 1 development of transmission assets;
Lot 2: project consultant - phase 2 development of transmission assets;
Lot 3: landowner engagement – phase 2 and 3 development of transmission assets;
Lot 4: client engineer - phase 3 development of transmission assets.
EirGrid anticipates using this framework for predominately small to medium scale projects. Example projects that may be awarded under this framework include:
Medium to large scale 110 kV circuit schemes.
Small to Medium 220 kV circuit schemes.
Small 400 kV circuit schemes.
Schemes may require strategic infrastructure board, local authority or no planning approval.
New substation schemes of all voltages including air insulated switchgear (AIS) and gas insulated switchgear (GIS) installations.
Station and busbar renewals / refurbishments.
Other relevant electrical and environmental projects.

Title of the lot: Advice on project feasibility – phase 1 development of transmission assets
Short description:

The Candidates delivery of services for lot 1 will support the activities carried out by EirGrid as described in the following paragraphs.

Services to be provided for project feasibility include pre-feasibility and feasibility studies for particular technical solutions; estimation of costs for transmission technology separated into options; programme delivery including estimated planning application periods and construction periods; assessment of environmental sensitivities relating to the project based on preferred route options/corridors or preferred site selection; risk assessment and viability of line or cable routing options; whatever other studies necessary to confirm the feasibility of a line or cable route; and high level estimates for comparison purposes for alternative options.

Quantity or scope:

To assist with project feasibility, other services to be provided include advice on the appropriate standards, policies and specifications utilised for each transmission asset technology such as one or more of the following areas: high voltage overhead lines; high voltage AC cables; reactive support devices; switchgear; transformers; control and protection; telecommunications; earthing; associated civil, structural and mechanical engineering. Candidates will also carry out assessments and advise EirGrid on new technologies for particular technical solutions. Candidates are requested to clearly state the areas for which they are in a position to provide consulting services.

Carry out the duties of PSDP as described in the safety, health & welfare at work (construction) regulations 2006. Ensure that any design or specification prepared for a specific project takes account of the general principles of prevention provided at Schedule 1 to the safety, health & welfare at work Act 2005. Provide to EirGrid the health & safety file for the project in a format and number specified.

Title of the lot: Project consultant - phase 2 development of transmission assets
Short description:

The candidates delivery of services for lot 2 will support the activities carried out by EirGrid as described in the following paragraph.

Act as project consultant on development projects. Services to be provided include: project management; cost reporting; programme development and control; advice on and implementation of planning and consent strategy; preparation and management of planning and consent application process through to conclusion of Planning Authority’s decision (requests for additional information / oral hearing / etc); both the studies for and the production of environmental impact assessment process including appropriate assessment and EIS or environmental impact report as required; advice on and execution of site and route selection; preparation of outline design and functional specifications including high voltage electrical engineering and any relevant civil / structural / mechanical engineering; advice on stakeholder consultation and landowner relations; land acquisition; management of and coordination with landowner engagement consultant.

Quantity or scope:

Coordinate and manage the process providing services consistent with EirGrid’s project development & consultation road map (which EirGrid may update over the course of the framework) included in stages 1 to 4 as set out below:

Stage 1 - information gathering: identify project study area; identify environmental & other constraints; identify feasible options (corridor / sites); publication of stage 1 report; pre-application consultation with planning authority; public and stakeholder consultation on study area and constraints; public and stakeholder consultation on finding of stage 1 report.

Stage 2 - evaluate options: consideration of all feedback from stage 1; identification of emerging preferred option (route corridor / site); identification of indicative line within corridor or site boundary; identify & meet landowners of indicative line / site (coordination with landowner engagement consultant required); initial survey (coordination with landowner engagement consultant required); publication of stage 2 report; pre-application consultation with planning authority; public and stakeholder consultation on findings of stage 2 report.

Stage 3 - confirm design: consideration of all feedback from stage 2; conduct environmental studies and surveys (coordination with Landowner engagement consultant required); confirmation of design of line / site proposal; ongoing engagement with landowners on preferred line route or site (coordination with landowner engagement consultant required); pre-application consultation with planning authority; ongoing public information.

Stage 4 - prepare planning application: complete reports and prepare planning application; preparation of environmental impact statement (EIS) or environmental report as required; submit application to planning authority; conclusion of pre-application consultation with planning authority; ongoing public information; public can make submissions to planning authority once application submitted.

Advise on and agree, with EirGrid, the strategy for project consultation with the public, relevant authorities and various interested organisations. Initiate and develop, with the guidance and direction of the EirGrid, the agreed project communication strategy to include proactive and reactive project communication of key messages including issues relating to planning / consents, health and safety, land access and land acquisition. Manage the public and stakeholder project specific engagement and organise public project specific information campaigns, establish local project information centres and manage the project specific use of information media which may include Internet, television, radio and print, in line with the agreed strategy.

Assist with outline design and functional specification. Provided include advice on the appropriate standards, policies and specifications utilised for each Transmission Asset technology in one or more of the following areas: high voltage overhead lines; High voltage AC cables; reactive support devices; switchgear; transformers; control and protection; telecommunications; earthing. Provide associated civil, structural and mechanical engineering services. Carry out assessments and advise EirGrid on new technologies for particular technical solutions.

Title of the lot: Landowner engagement – phase 2 and 3 development of transmission assets

Quantity or scope:

Phase 2 - landowner engagement "The Survey stage".

Following identification of the preferred route / site, carry out "Landowner Engagement’ on behalf of EirGrid including: Carry out landowner identification along the route; Prepare and issue individual landowner packs (which will include inter alia: consultants cover letter, EirGrid survey letter, EirGrid policy information, landowner survey map and a project briefing document); Visit each landowner and conduct a pre survey interview; complete an interview form with the landowner; obtain from the landowner confirmation of details, outline of any concerns or comments in relation to proposed development. Communicate landowner’s concerns and comments to EirGrid and the lot 2 project consultant. Carry out technical and environmental walk over survey of the route / site and discuss the survey with each landowner. Further correspondence and meetings with landowners as required during the "survey stage" and up to conclusion of planning authority decision. Maintain and operate a landowner database, keep records of all landowner dealings, meetings and correspondences, to best quality management practice.

Phase 3 - landowner engagement "The Wayleave stage".

Following Project Agreement, provide the following services: carry out landowner identification; prepare and issue important information to landowners such as inter alia letters, maps, policy and project briefing documents; visit each landowner and conduct an interview; complete an interview form with the landowner; discuss with (and agreed where possible) the landowner access arrangements for construction, their entitlements and compensation. Further correspondence and meetings with landowners as required during the "Wayleave Stage" and up to completion of the project. Maintain and operate a landowner database, keep records of all landowner dealings, meetings and correspondences, to best quality management practice. Complete weekly landowner progress reports.

Additional information about the lots:

Please note that the consultant appointed to carry out landowner engagement at the "survey stage" will not necessarily be the same consultant that carries out landowner engagement at the "Wayleave stage". It can be expected that separate mini-tender enquiries will issue to appoint consultants for both stages of landowner engagement.

Title of the lot: Client engineer - phase 3 development of transmission assets
Short description:

The role of “client engineer” is an identifiable requirement of the IA and is generally described as follows: the client engineer will inspect for the purpose of satisfying the TSO that the detailed design, plant, materials, scheduling and works carried out by the TAO meets the TSO development plan, functional specifications, outline designs and standards. As part of this process the client engineer shall produce an auditable trail of documentation in accordance with EirGrid requirements. The process shall take into account health & safety legislation requirements.

Quantity or scope:

Act as client engineer on development projects. Services to be provided to fulfil this function include but are not limited to the following:

Review and assessment of detailed design for compliance with outline design and functional specification, including assessment of proposed amendments / variations as submitted by the constructor.

Review and assessment of procurement specifications.

Development of commissioning instructions.

Construction inspection for compliance with specification, including final acceptance of new plant as fit for purpose.

Project management to manage and effectively achieve the project goals to the required standard and on time.

Description of options:

Framework agreement is valid for 3 years with the option of extension for 1 year.
