RPA intends to award three year Framework Agreements (with the option to extend by up to a further one year) pursuant to this notice for the provision of commercial consultancy services. The scope of the Framework includes but is not limited to the following: Commercial & Project Management including cost planning, Project controls, Commercial management, Claims advice, Life cycle cost analysis, Estimating, Tender document preparation, Programme management, Risk management, Value engineering, The provision of secondees.The Framework will be for the provision of such services as required by RPA in connection with any of RPA's projects.Interested candidates shall complete and submit an Electronic Pre-Qualification Questionnaire (ePQQ) which is available by expressing an interest through this notice. The purpose of this ePQQ is to seek information which will be used by RPA to carry out a comparative assessment of the financial, economic and technical abilities of interested candidates for the purposes of identifying a shortlist of pre-qualified candidates. It is accepted that, in order to meet the qualification criteria for a discipline, companies may wish to collaborate, for example by forming a joint venture or consortium which will then apply as a Candidate for qualification.

The procurement of Contract RPA7259 Commercial Services Framework Agreement is being carried out in accordance with Directive 2004/17/EC of the European Union and the European Communities (Award of Contracts by Utility Undertakings) Regulations 2007.
RPA shall not be responsible for any costs, expenses or charges incurred by candidates involved in this process. Award of contract may be subject to successful interview. Tenderers are advised that RPA is subject to the Freedom of Information Acts 1997 and 2003 (as amended). Railway Procurement Agency (RPA) ("the Employer") is the Government Agency responsible for the provision of Light Rail, Metro and Integrated Ticketing Services in Ireland.
RPA has successfully delivered the Luas Red and Green Lines, completed two line extensions, one is under construction with three more Luas Lines and two Metro Lines being planned.
RPA is seeking to award a Framework Agreement for the provision of commercial consultancy services in support of RPA’s projects. Further details in relation to the scope of the Framework are given below.

Technical and professional ability:
Candidates should be able to demonstrate previous experience of services similar in size, complexity and scope to the services required by the Employer. Candidates are required to demonstrate relevant previous experience in the areas described in the scope section of the notice through the completion of the attached Electronic Prequalification Questionnaire (ePQQ) and as a minimum cover the following key areas: Commercial management including cost planning, Project Management, Estimating, Value Engineering, Risk Management, Schedule risk analysis, GCCC Contracts.
Candidates should be able to demonstrate previous experience of services similar in size, complexity and scope to the services required by the Employer. Candidates are required to demonstrate relevant previous experience in the areas described in the scope section of the notice through the completion of the attached Electronic Prequalification Questionnaire (ePQQ) and as a minimum cover the following key areas: Commercial management including cost planning, Project Management, Estimating, Value Engineering, Risk Management, Schedule risk analysis, GCCC Contracts.
Experience of light rail projects is not a requirement but would be an advantage.

Legal form to be taken by the group of economic operators to whom the contract is to be awarded:
RPA intends awarding one or more framework agreements for above services. If a tender is submitted by a group (more than one) of suppliers, then those suppliers, if awarded the framework agreement, will be required to assume such legal form by incorporation, partnership, or otherwise as will enable them to contract as a single entity. It may become necessary for the group to state a single addressee responsible for the receipt and processing of the participating orders and resolving any problems relating to the framework agreement.
