Horse Racing Ireland (HRI)

Horse Racing Ireland (HRI) established under the Horse and Greyhound Racing Act, 2001 is a commercial semi-state body that took over the functions previously carried out by the Irish Horseracing Authority (IHA) since 1994. HRI is responsible for the administration, promotion and development of Horse Racing in Ireland.
HRI subsidiaries include Irish Thoroughbred Marketing (ITM), Tote Ireland Ltd and the HRI Racecourse Division. See www.goracing.com.
One of HRI's many functions under the Horse and Greyhound Racing Act, 2001 is to "provide the racing regulatory body with the photographs, films, sound recordings and other connected material or data generated by this equipment as required by the Racing Regulatory Body for their examination and use in the enforcement of the Rules of Racing.".
HRI is now seeking expressions of interest from suitability qualified service providers for the Provision of Televised Services for Irish Horse Racing.
The requirement comprises 3 distinct but integrated elements and 1 service provider is being sought to provide the requirement in its entirety.
(a) Integrity โ€“ a minimum of 4 cameras are required at every race meeting in Ireland to televise, record and archive for the purposes of integrity. A TV outside broadcast vehicle controlling multiple cameras, usually mounted on high platforms, ensures coverage of the whole racetrack.
(b) CCTV & commercial pictures โ€“ in addition to the integrity requirement, an enhanced service is required using at a minimum, 2 additional cameras, usually in the grandstand and parade ring for the purpose of providing:
(i) Coverage of the racing event within the racecourse โ€“ CCTV. This element includes but is not limited to production and direct CCTV programme, provision of satellite dishes and off air receivers, supply and operation of digital broadcast graphics system of race day data, installation and distribution of television systems over wireless and cable networks as required and commercial pictures for live broadcast.
(c) Racecourse services โ€“ to include associated support services at the race meeting such as Public address and other communications including but not limited to provision of amplification, microphones, walkie talkieโ€™s, IEMโ€™s etc.

Technical and professional ability:
Technical capacity.
1) Company profile, including range of services provided, date of establishment and a statement of manpower levels for the past 3 years.
2) Details of the team proposed including CV's for key personnel, demonstrating their relevant experience, qualifications and expertise.
3) Provide a current client list of similar contracts, detailing services provided, duration of contract, approx value and full contact information for 2 clients, who may be contacted on a confidential basis for the purpose of a reference
4) A statement of plant and equipment available to the service provider for the duration of the contract, including the age.
5) Outline how quality is built into your processes.
