The ENTSO-E Transparency Platformโ€™s objective is to facilitate access to information by all market participants and stakeholders in promoting the transparency goals of the internal electricity market (IEM).
A new set of guidelines are being developed in consultation with a number of parties. ENTSO-E anticipates that it will need to develop a new platform in compliance with the publication requirements stated in the Regulation, and that this new platform will replace the existing transparency platform at entsoe.net. It is likely, though not inevitable, that some or all of the data held on www.entsoe.net may be migrated to the new platform. The form, content, scope and functionality of the platform will all be dependent on the outcome of the consultation and comitology process.
Candidates should note the following anticipated attributes of the platform:
Scale: data will potentially be provided by all TSOs within ENTSO-E or other bodies representing control areas, together with other industry bodies such as power exchanges, regional organisations etc;
Scale: data (in the four key areas of load, transmission, generation and balancing) will be submitted in all appropriate resolutions which may range from yearly to market time units.
Security: the platform should provide a high level of data security with appropriate confidentiality and protection against intrusion.
Technical standards: the platform will need to be designed and built in accordance with relevant open standards and industry norms for interoperability, and in compliance with other internal or external standards that ENTSO-E may mandate.
It is anticipated that the platform will be deployed through a programme of phased releases. The first release is likely to be required for deployment within 12 months of the project commencement. ENTSO-E will advise a required project schedule and key milestones prior to contract.
