The preliminary reoprt for the Cork Lower Harbour sewerage scheme has recommended the construction of an 80 000 PE (50 000 PE phase 1) waste water treatment plant at Shanbally, south west of Ringaskiddy.
4 no. Collection system contracts are proposed to pump foul flows to the treatment plant:
โ€” Cobh,
โ€” Passage West/Glenbrook/Monkstown/Raffeen,
โ€” Ringaskiddy/Coolmore/Shanbally,
โ€” Carrigaline (including Crosshaven).
Treated effluent will discharge through an existing IDA outfall at Ringaskiddy discharging at the Dognose Bank.
The proposed collection system works include approximately:
37 km new foul sewers, 20 km new storm sewers, 8 km combined sewers converted to storm sewers, 8 outfalls, 4 no. major pumping station and a number of minor pumping stations and combined storm overflows.
Duties of the consultant, clientโ€™s representative, employer's representative will include:
โ€” Detailed design - all services required to complete the detailed design of the collection system,
โ€” Tender - preparation of contract drawings and specifications. procurement of the collection system contracts through restricted procedures. Procurement of the waste water treatment plant (and associated key pumping stations and rising mains) through a restricted design, build & operate (DBO) contract,
โ€” Construction - construction supervision of the collection system contracts. Act as clients representative for DBO contract,
โ€” Handover of works - supervise Handover and ensure employers requirements have been met.
The project design brief, fully detailing the duties of the consultant, clientโ€™s representative, employer's representative will be issued to pre-qualified applicants.

Applicants shall submit 4 bound copies of their submission in addition to the original. The suitability assessment questionnaire accompanying this contract notice shall be completed and submitted before the closing time if applicants are to be considered. Cork County Council is subject to the requirements of the freedom of Information Act, 1997. If an applicant considers that any of the information supplied with his application is either commercially sensitive or confidential in nature, this should be highlighted and the reasons for its sensitivity specified. In such cases, the relevant material will, in response to a request under the act, be examined in the light of the exemptions provided for in the act. The applicant must bear in full the cost incurred in connection with the preparation of the application. Following completion of the pre-qualification process, pre-qualified applicants will be invited to tender for the appointment. The lowest or any tender need not necessarily be accepted and the acceptance of any tender may be subject to sanction of the Minister for the Environment, Heritage and Local Government. Deposits and guarantees required:
Professional indemnity and other insurances in accordance with the suitability assessment questionnaire will be a requirement of the contract.

As set out in the design brief to be issued to pre-qualified applicants.
A fixed price lump sum tender proposal is required in accordance with the Department of Finance Standard Conditions of Engagement of Consulting Services (Technical). Cork County Council operates in accordance with the European Communities (late payment in commercial transactions) Regulations 2002.

Where a group or consortium submits a proposal, a lead consultant must be nominated who shall be fully responsible for providing the services required by this brief, with joint and several liability.
