The project consists of the design and construction and the operation and maintenance for a period of 20 years of a water treatment plant which will ensure an adequate supply of water to Carrickmacross which will comply with the National Drinking Water Regulations, (SI No. 278 of 2007) which gives effect to Council Directive 98/83/EC.The contract includes:a. the design of works to abstract water from a number of existing production wells, to pump it to the location of the water treatment plant, and to treat it to the standard specified at a rate of 240 m3/hour and the design of a storage reservoir of capacity 5 000 m3;b. the construction of portion of the designed facilities sufficient to abstract, pump and treat the water at a rate of 150 m3/hour and to store 2 500 m3 of treated water;c. the operation for a period of up to 20 years of the constructed facilities.Accordingly the “design” element of the works will comprise the design of pumping stations, rising mains, water treatment works, storage reservoir, associated pipelines, telemetry system and all necessary ancillary works required to provide treated water to the distribution network at a rate of 4 800 m3/day.The “construct” element of the Works will include:— Construction of new pumping stations (incorporating existing production wells) together with all associated site works including landscaping, fencing, access roads, etc., at four separate sites,— Installation of new pumps,— Refurbishment (as necessary) of existing pumps,— Construction of new rising mains,— Refurbishment (as necessary) of existing rising mains,— Construction of new water treatment works and storage reservoir together with all associated site works including landscaping, fencing, access roads, etc.,— Installation of telemetry control system,— Construction of reservoir scour pipeline,— Construction of delivery main to connect to the distribution network,— Refurbishment of existing pump house.The “operate” element of the works comprises the operation and maintenance of the constructed facility (including the wells, pumps, rising mains and other existing infrastructure incorporated into the facility) for a period of up to 20 years including replacement of all worn and damaged parts as necessary to keep it in perfect working order.

Objective criteria for selection:
Conditions for participation (more fully described in a pre-qualification document) based on the legal position, technical, economic and financial standing of applicants will be used to determine the eligibility of applicants to tender for the contract. The eligible applicants will then be ranked according to their experience in the design, construction, operation and maintenance of water treatment plants and civil engineering works. The five (or less) highest ranked eligible applicants will then be invited to tender for the contract. The eligibility criteria and the ranking system proposed will be more fully described in a pre-qualification document issued to all applicants.
