Donegal Non - Domestic Metering Project. Donegal County Council (DCC) is seeking to pre-qualify a panel of suitably qualified and experienced Private Service Providers (PSPs) to whom tender documents will be issued for the Donegal Non-Domestic Metering Project. It is estimated that there are currently 10 000 (approx.) non-domestic connections to be metered within the County. Of this number, approximately 2 300 are currently metered to a satisfactory standard. To date, meter reading has been carried out manually by local area operations staff. The contract will involve the design, installation and maintenance of the 10 000 (approx.) non-domestic meter stock for a fixed period of not less than 10 years, and the provision, installation and operation of a meter management and meter-reading service which will cover the non-domestic meter stock, including an Automatic Meter Reading (AMR) system which will cover at least 1,000 of the meter stock. The contract will also involve the design, installation, maintenance and management of an electronic database and Management Information System (MIS), which will function as the primary interface between the meter management and meter-reading service and DCC's IT systems for Corporate Services, Financial Management, Water Services, Customer Services and Development Control. The works may involve the execution of additional works and/or repetition of similar works and services. In addition, the PSP may be made responsible under the terms of the contract for the preparation and issuing of bills to customers, the collection of revenues and debt recovery, and the management of communications with customers.
