Short description of the contract or purchase(s): The European Restructuring Monitor (ERM) (http://www.emcc.eurofound.eu.int/erm/) is a tool designed to provide an overview of restructuring activities in Europe. It provides information on announcement of individual restructuring cases and allows for the compilation of statistics comparing countries, sectors and types of restructuring. All information is based on the analysis of daily newspapers and the business press in EU25, Romania and Bulgaria. This open procedure is launched with the intention of awarding a contract to a research team in order to conduct the following parts of work: 1. The notification data (part A): The aim of this part is to pursue the feasibility of using the legal requirement in European Directive 98/59/EC to notify public authorities of impending collective dismissals as a complement to and a means of verifying data used in the European Restructuring Monitor. The follow-up of the European Restructuring Monitor case studies (part B): The aim of this part is to check the accuracy of the initial reporting in the European Restructuring Monitor (ERM) both in terms of the accuracy at the time of the announcement and in light of subsequent developments. Quantity or scope of the contract II.2.1) Total quantity or scope: The contractor is to produce the following deliverables for: Part A: a) report for each Member State structured as outlined in technical specifications; b) copies of texts (in English): - the legal text on the national implementation of Directive relating to the notification procedures, - other national studies on the notification data (if available); c) contact details to the relevant public authorities; d) the available notification data in Excel spreadsheets. - report which should contain an executive summary of the main findings with regard to the differences in the projected number of job losses announced in the ERM and the actual number that subsequently took place, with reference to the time line as registered in the ERM. between EUR 90 000 and EUR 105 000. Duration of the contract or time-limit for completion: Duration: 7 months from the award of the contract. This may be either by means of an existing network in all Member States or by some other, clearly specified, means. The proposal should describe clear roles and responsibilities of the network members; 40; 2. understanding of requirements of this tender evidenced by a clear description of how the tasks will be carried out. This requires a clear methodology for analysing the quality and availability of the existing information on impending collective dismissals at the national level (part A) and how the follow-up ERM cases shall be conducted (part B); 30; 3. quality assurance evidenced by the proposed method for evaluating critically the data quality from public authorities in all Member States (part A) and to demonstrate the capability to access and analyse information from companies in all Member States (part B); 30. Only tenders achieving a minimum of 70 % of the total score will be further evaluated in relation to price. The tender offering best value for money will be chosen. Value for money means the best quality/price combination.
