Title attributed to the contract by the contracting authority: Training on New Public Works Contracts. In May 2004, the Government approved a reform package for construction procurement. The overriding fundamental principles are cost certainty, value for money and cost effective delivery of capital projects. Four new standard forms of contracts (traditional and design and build for Civil Engineering and Building Works) and guidance material have been developed to give effect to the Government Decision. The objective is to have fixed price lump sum contracts tendered on a competitive basis with optimum risk transfer. To facilitate the implementation of the construction procurement reforms, it is necessary to develop a national training programme for public sector clients, i.e. Government Departments/Offices, Local Authorities etc, engaged in public works contracts, who will be using the new public works contracts. The subject of this notice is for the appointment of an expert(s) to assist in the development and delivery an intensive training programme in a short period of time to public sector clients on the new public works contracts. The expert(s) will be guided by and be working closely with the public sector experts who have been involved in the development of the new public works contracts i.e. the Department of Finance and the Government Construction Contracts Committee.
