Title attributed to the contract by the contracting authority: EOI framework to hire trainers to implement the FรS/HSE bridging initiative. FรS and the HSE have developed a bridging process for clients to move from rehabilitative training to FรS vocational training. This bridging process is to facilitate the progression of HSE RT clients completing their programmes, by preparing those who have the potential, including skills, aptitudes and desires, for training for open labour market employment or other FรS progression routes. The bridging process will be divided into three phases and phase three will be the actual โBridging Programmeโ, which is being tendered for. It is anticipated that clients for the bridging programmes will come from the following disability categories: โ Physical and sensory disabilities, โ Mild to moderate intellectual disability, โ Mental health issues. The commencement of the bridging process would be on the basis that throughout the entire development phase (Phase 1 and 2) the individual remains the Client of the HSE, until he/she is agreed to be ready to fully engage in an appropriate FรS initial vocational/foundation training programme (Phase 3) or employment service /community service supports for people with a disability. Framework for the bridging process. The participants for bridging will be selected by an inter-agency panel comprising members of FรS/ HSE/ DSFA and the appointed trainer. Phase 1. โ At 12 months prior to leaving RT โ Client identified and individual training plan should be designed to meet preferred future area of work, e.g. forklift driver. The HSE Key Worker/ Guidance Officer would begin to prepare the client for a course in forklift driving, by offering work experience in warehouses, stamina building exercises etc. These costs (Phase 1 and Phase 2) would be borne by the HSE as part of rehabilitative training. Phase 2 โ first meeting of inter agency panel. โ At 6 months prior to leaving RT, the inter agency panel will screen client information/ support requirements and prepare a bridging programme for prospective Learners (to inform FรS of the nature of the bridging programme required, i.e. programme content), โ Where possible the bridging process should be facilitated for the individual within their local community, โ It is important to note that all information captured during the pre training process and the pre training plan will become the basis of an individual learning plan that will transfer with each individual during all phases, e.g. similar to a passport. Phase 3 transfer phase - second meeting of inter agency panel. Prior to the start of Phase 3, the inter agency panel will meet and agree those transferring to Phase 3, the bridging programme and/ or identify those who may need to remain with the HSE. โ Those who are progressing to Bridging will have an interview with the FรS Trainer to confirm suitability. The client will then be registered with FรS employment services, โ If the individual is progression ready for an intervention more advanced than bridging/ foundation training, then other options can be explored in employment services such as, vocational training/ supported employment/local training initiative/community employment, technical employment support grant etc. The appropriate training organisation for this project should have an in-depth knowledge of rehabilitative and vocational training delivery. The organisation should be in a position: โ To provide supports for people with disabilities, โ To provide a range of skill sampling activities to accommodate the widest range possible including people with mental health issues, โ To develop for each participant, a documented individual training/ progression plan or alternatively should the client be unsuitable for vocational training, co-ordinate their return to rehabilitative training in a coherent manner and practical manner. Duration/ content. The duration of the bridging programme will not exceed three months. It should contain appropriate skills sampling and the necessary training to determine whether participants are capable of progressing to other FรS services or would be best supported in a HSE environment. Costing. It is estimated that this programme will involve 10-12 people in each of the 3 locations. Revolving door facility. At any stage during the Bridging Process any individual who has engaged in the process and who is unwilling or unable to continue with the process will be facilitated by being referred back to the HSE (guidance officer)/ rehabilitative training. Evaluation. At the end of this programme an independent evaluation will be conducted covering all 3 locations.
