Title attributed to the contract by the contracting authority: Consultancy Support for Common Arrangements for Gas - Industry Operations. In November 2004 the Department of Enterprise Trade and Investment in Northern Ireland, the Department of Communications Marine and Natural Resources in Ireland, The Northern Ireland Authority for Energy Regulation (now Northern Ireland Authority for Utility Regulation) and the Commission for Energy Regulation published the โ€œAll-Island Energy Market โ€“ A Development Frameworkโ€ (The Framework Document). This paper sets out the policy context for action by the two Governments, Regulatory Authorities and Industry in creating an All-island Energy Market. Some strategic goals outlined in this document relate to natural gas. To this end the Commission for Energy Regulation (โ€œthe Commissionโ€) and the Northern Ireland Authority for Utility Regulation (โ€œthe Authorityโ€), collectively known as the Regulatory Authorities are working towards the development of Common Arrangements for Gas (CAG) for Northern Ireland and the Republic of Ireland. An integral part of Common Arrangements for Gas is the harmonisation and integration of the transmission system operations in both jurisdictions and to ensure that producers, shippers and suppliers in Northern Ireland and Republic of Ireland can access gas on an all-island basis. Successful tenderers are to work with the Regulatory Authorities to develop a harmonised transmission system operation in Northern Ireland and Republic of Ireland that will be compatible with the Common Arrangements for Gas project. This critical workstream of the CAG project will be divided into two Lots: Lot A: Network Codes and Business Rules for the Common Arrangements for Gas. Contractual and Governance Operational Regime for Common Arrangements for Gas.
