Contract for administrative, technical and financial services for the Biofuels Obligation Scheme. A contract for the provision of administrative, technical and financial services in respect of a Biofuels Obligation Scheme ("BOS"), including without limitation: (i) to develop and set up systems, processes and procedures for the day-to-day administration of the BOS for the contracting authority in a manner which meets the requirements of the BOS legislation and is carefully aligned to and fully integrated with the contracting authority's existing administration, including in relation to the contracting authority's current accounting system (SAGE 200); (ii) to administer the BOS for an agreed period of time, which administration will involve, amongst other things, setting up biofuels accounts, providing statements of account to biofuel account holders, monitoring biofuel obligation certificates (including compliance with and acceptance/rejection of applications for same), product supply traceability audits; (iii) to develop proposals and recommendations for the necessary resources (including without limitation, personnel, systems, procedures and IT) that the contracting authority will require to administer the BOS itself directly; and (iv) to provide the necessary training to the contracting authority's staff to administer the BOS and manage the transition to such administration in compliance with the provisions of the BOS legislation.
