Qualified experience and expertise as a book supplier agent (the company) for a minimum of 3 years as proven by: โ€” a comprehensive company profile, โ€” a comprehensive list of clients and, where applicable, their membership to Eurolib, โ€” curriculum vitae of any person dealing with the management of the contract and of the person(s) responsible for the signature of the contract. Availability of a bibliographical database incorporating online ordering facilities for a minimum of 2 years as proven by: โ€” full description of database and online ordering facilities, including version history. Please note that a trial period of 4 weeks (subject to further extension, in case of non-completion of evaluation works) should be granted to Eurofound for the purpose of evaluation of the tender. Proven capacity to provide for monographs/books in paper and/or electronic format from established international publishers, international organisations and non-commercial book producers, such as scholarly societies and government agencies from all EU Member States. This will be assessed by statistical reports on handling orders and related time frames, or if statistical evidence is not available, by a written confirmation of the tenderer (to be provided in the tender) and a detailed description of distribution channels for the supply of books. Quality of online ordering and bibliographic services (60), to be assessed by: a) detailed description of the level of services offered for ordering of printed books by the book supply agent (20); b) detailed description of the level of services offered for ordering of eBooks by the book supply agent (10); c) quality and operability of the proposed online ordering facilities, as proven by a trail of the bibliographic database (10); d) the number of English, French and German titles available in the bibliographic database (10); e) quality and range of other services offered including new titles, standing orders and out-of-print order services (10). Quality of delivery (20), to be assessed by: a) detailed description of the services offered to ensure fast supply of ordered books (10); b) standard response times to orders, including rush orders (10). Quality of proposed 'quality assurance policy' and draft service level agreement (20). The contract will be awarded on the basis of the quality of the proposal and cost which, in the opinion of the European Foundation for Improvement of Living and Working Conditions most satisfy the necessary economic and technical capacity. Only tenders achieving a minimum of 70 % of the total score will be further evaluated in relation to price. The tender offering best value for money will be chosen.
