Description
In the case of framework agreements, provide justification for any duration exceeding 4 years:
The Irish National Stud DAC intends to establish a single‑party Framework Agreement for the provision of specialised veterinary services and academic lecturing services. The Framework Agreement will have a maximum duration of eight (8) years. In accordance with Article 33(1) of Directive 2014/24/EU, framework agreements normally have a maximum duration of four years. A longer duration is permitted where duly justified by the subject‑matter of the contract. The extended term is required due to the specialised nature, operational complexity, and continuity requirements of the services to be delivered, including advanced equine clinical care, 24/7 emergency response, access to equine hospital facilities, multi‑year breeding and herd‑health cycles, and QQI‑accredited academic lecturing and assessment. These factors necessitate long‑term stability and provider continuity that cannot be accommodated within a standard four‑year term.
