Quantity or scope of the contract II.2.1) Total quantity or scope: The European Foundation intends to contract secondary statistical analyses from the Fourth European Survey on Working Conditions (2005) on the following issues: lot 1 - working conditions of women and men: towards higher gender equality?; lot 2 - work organisation in Europe; lot 3 - working time/work intensity; lot 4 - technology and working conditions; lot 5 - working conditions and health; lot 6 - working conditions and employment security and employability; lot 7 - 15 years of working conditions in Europe: convergence and divergence over time and within Europe; lot 8 - a sectoral perspective of working conditions; lot 9 - the working conditions of an ageing workforce. Lots 1-5 will be contracted in 2006 whereas lots 6-9 will be contracted in 2007. However, the European Foundation reserves the right to award a contract scheduled for 2007 in 2006 and vice versa. The analysis per each lot must cover EU25, Bulgaria, Romania, Turkey and Croatia. The integration of Norway and Switzerland is optional. Tenderers should mention in their tender whether they will integrate the latter 2 countries in their analysis. Please note that submission of an analysis on Norway and Switzerland will not represent an added value to the tender during its evaluation. The lot consists of preparing an in-depth analytical report on work organisation and organisational innovation in Europe drawing both on the survey(s) data and other scientific sources. It is expected that it will be able to contribute to European employment strategy, in particular by providing relevant information on productivity and quality of work and employment as well as the adaptability of enterprises. The report will: - identify trends and changes in work-related health risks and outcomes based on the Foundation's working conditions survey(s), drawing particular attention to specific relationships between self-reported physical/psychosocial risk exposures and self-reported health outcomes, - analyse the distribution of work-related health risks and outcomes by sector, employment status etc., - describe the relationships between working time, in particular extended or irregular working hours, as well as pace of work and work-related health problems and outcomes, - describe the relationship between work organisation features, and work-related health problems and outcomes, - based on a literature review and analysis of other survey sources, identify and describe emerging work-related health risks not already covered in the EWCS but which may merit inclusion in future editions of the survey. The lot consists of preparing an in-depth analytical report on working conditions and employment security and employability drawing both on the survey(s) data and other scientific sources. The report shall contribute to this debate by: - assessing how indicators contained in the survey can contribute to this debate, - describing the forms of flexibility as well as employability and employment security issues, - examining the situations of precarious workers as well as vulnerable groups (for example the low-skilled) in terms of working conditions, development of employability and flexibility and employment security, - assessing the impact of these various situations impact on quality of work and employment, - document key changes over time, - make recommendations for future surveys for new questions and suggest proposed indicators, and - draw policy implications. Lot 7 - 15 years of working conditions in Europe: convergence and divergence over time and within Europe. The lot consists of preparing an in-depth analytical report on convergence/divergence over time and within Europe drawing both on the survey(s) data and other scientific sources. The report will be an in-depth analysis of the evolution of working conditions in the different European countries covered in the EWCS since 1991, until 2005, trying to specifically answer the basic research question of whether there has been a trend towards greater convergence in working conditions in Europe in the last 15 years. In the first section of the report, it will include a literature review and a theoretical-analytical discussion of the mechanisms that could determine convergence or divergence trends in working conditions issues (EU legislation, EU single market, similar/divergent development paths, etc.). Then, it will carry out an in-depth analysis of the main dimensions of working conditions as covered in the EWCS questionnaire, trying to evaluate the extent of convergence or divergence. Special attention will be given to the impact of last 2 enlargements of the EU. Range: between EUR 0 and EUR 49 000. A sectoral perspective of working conditions. Lot 8 - a sectoral perspective of working conditions. The lot consists of preparing an in-depth analytical report drawing both on the survey(s) data and other scientific sources. Common procurement vocabulary (CPV): 73210000, 74131200, 74131600. The EWCS provides relatively detailed information about the sector of activity of the respondents, using the international standard NACE classification at the 2-digit levels. This permits the carrying out of a deep analysis of the main differences in the conditions of work in different sectors at the EU level. (1) a report describing in depth the main differences in terms of working conditions between the different sectors in Europe; and (2) a sectoral profile annex of no more than 100 pages in which, for each NACE 1-digit sector, a statistical profile of working and employment conditions will be prepared (consisting mainly of tables and graphs). The statistical analysis will not be confined to the EWCS, but will be enriched with information from other sources, when relevant: in particular, the contractor will include information on productivity at the sectoral and country level (drawing the data from the Groningen database, OECD or any other international source). In the report, the contractor will include a section in which the differences between EU countries in their sectoral profiles will be discussed. Although this has methodological problems (the number of interviews per country does not allow carrying out a detailed analysis of working conditions by sector in each country), the contractor can explore ways of dealing with this problem, for example by aggregating the countries in country clusters (Esping-Andersen type). The lot consists of preparing an in-depth analytical report on working conditions in the context of an ageing workforce drawing both on the survey(s) data and other scientific sources. The report will: - set in context the Foundation's survey findings on the age dimension of working conditions by describing and analysing the changing demographics of European labour markets, - describe and assess the impact of factors that may facilitate or hinder the employment of older workers, e.g. the extent of training possibilities available to older workers, - describe the perceptions of workers of different ages regarding their current working conditions (based on EWCS indicators of positive well-being or work satisfaction) and their attitudes to working at the age of 60.
