Title attributed to the contract by the contracting authority: Munster Blackwater Flood Forecasting System-Forecasting Tool. The contract requires the development and delivery of a user friendly Flood Forecasting System: User Management Interface Tool that will aid Local Authority Staff in Mallow and Fermoy and provide a Flood Warning to initiate their Emergency Response Plan (ERP): including the installation of flood demountable walls. At a minimum the Tool must be capable of operating simultaneously on 15 computers and employ a central data point. The contract will involve training and ongoing maintenance and support. At a minimum, the Tool shall be required to undertake the following data management functions. Manage real-time river and rainfall data and forecasted information, i.e. manage all external inputs into 3rd Party Hydrological and/or Hydrodynamic Models. Provide 3rd Party Hydrological and/or Hydrodynamic Model outputs in a user-friendly graphical and tabular presentation. Execute the 3rd party Hydrological and/or Hydrodynamic Model and provide warning/error reports. Assign historical, telemetered real-time, and forecast rainfall data to sub-catchments for each of the Models. Allow for missing data to be in-filled automatically and/or manually, i.e. it shall have the ability to redistribute rainfall data across the catchments and/or sub-catchments. In addition the system will clearly indicate these incidences that make the user aware when this occurs. At the discretion of the Office of Public Works, the following Provisional Items may be required from the Contract (i.e. these are optional items which are not a specific requirements from the Tool). Hardware and Equipment items to deliver the Contracts requirements, - this excludes metrological measurement instruments such as the provision of rain recording loggers/gauges, river loggers/gauges and communication devices such as modems. Flood profile interface, - the System shall allow the user to view graphically and tabularly the outputs from a 3rd party Hydraulic Model, i.e. change in river level over time at defined cross section locations can be observed. Web Operational access, - the System shall be Web based, this allows multiple access through the Internet. Web Publisher, - the System shall have the capacity to export the Actual and Forecasted flows and/or levels in both graphical and tabular format onto the Internet.
