The Pensions Board
Title attributed to the contract by the contracting authority: RFP for Policy and Economic Consultancy Services. It is envisaged that, from time to time, in accordance with the Drawdown Mechanism described in this RFP and the Framework Agreement, tenderers appointed to the framework will be asked to provide advice/position papers on questions of a general policy or economic nature and to assist the Board in performing its particular function of advising the Minister on matters relating to pensions generally. This may include for example economic, general policy research and statistical analysis. Examples of the types of issues for which the Board envisages it may require the above services include but are not limited to the following: - Preparation of the Board's Annual Report; - Consultancy/management which may include for example the preparation of reports, drafting of guidance notes, frequently asked questions, information booklets, collation and presentation of information and any other related services; - Field surveys, questionnaires and data gathering; - Regulatory Impact Analysis. The following are an illustrative list of recent projects conducted by the Board where relevant panel input was required: - Report on the structure of benefit options at retirement under the second pillar; - Report on pension provision in other jurisdictions; - Report examining the advantages and disadvantages of possible State involvement in income provision at retirement under the second pillar; - Report for pensions system assessment which included an examination of the fiscal and economic impact of different pensions provisions.
