Information on framework agreement II.1.5) Short description of the contract or purchase(s): This open tender procedure is launched with the intention of awarding contracts to a research team in order to identify effective measures to improve job creation in rural Europe. In 2003-2004 the Foundation conducted a study on 'Strategies to combat social exclusion and unemployment in disadvantaged regions'. This work points to the scope for developing 'social capital', not only at regional level, but also in rural communities, and indicates that the Foundation would have a niche in this area. The project intends to build on the recommendations of this work, published as 'Regional social capital in Europe' (European Foundation, 2005) and, specifically, explore how job creation and employment opportunities in rural areas can be supported through social capital initiatives. The study has the following objectives: - to document the evidence that the level of social capital affects economic development and job creation across rural areas; and that increasing social capital is associated with job creation - to identify examples of how local and regional authorities, social partner initiatives and NGOs in rural communities have developed services, networks or facilities to create social capital and job creation, paying particular attention to the new Member States - to develop research-based recommendations for policy-making at local, national and, in particular, EU level. Quantity or scope of the contract II.2.1) Total quantity or scope: The contractor is to produce the following deliverables: For lot 1 - contract 1 (covering a minimum of 6 countries in the EU25): - interim report with conceptual framework, and proposed structure and template for case studies, - 2 case studies per country (approximately 4 pages), - draft consolidated report (70 pages maximum) with the possible working title 'Social capital and job creation in rural Europe'. This consolidated report should integrate the findings of lot 2 - contract 2, covering Bulgaria and Romania, - final consolidated report (80 pages maximum), - summary with policy recommendations (10 pages maximum). budget range between EUR 102 000 and EUR 120 000. For lot 2 - contract 2 (covering Bulgaria and Romania): - a report containing an introduction and policy context (10 pages maximum), - 2 case studies per country (15 pages maximum in total), - specific policy recommendations for Bulgaria and Romania. budget range between EUR 15 000 and EUR 17 000. range: between EUR 117 000 and EUR 137 000.
