This research will examine and evaluate the operation of the special class model for students with special educational needs in mainstream education and the extent to which this model is meeting the needs of students placed in these classes, particularly in the context of the commitment to an inclusive education enshrined in the Education for Persons with Special Educational Needs (EPSEN) Act 2004. This examination will be located in the context of a review of the international literature, evidence, policies and practices.
