Offaly County Council invites tenders for engineering and environmental consultancy services for the Rahan Flood Relief Scheme at Tullybeg, Rahan, County Offaly, on the River Clodiagh. The Scheme comprises approximately 430 metres of reinforced concrete flood defence wall along the right bank of the River Clodiagh, with embankment at the tie-in points, protecting residential properties and the wastewater treatment plant to the 1 percent AEP fluvial standard. The commission covers Stage (ii) statutory consent and detailed design, Stage (iv) construction-stage services and Stage (v) handover and defects period, under the Capital Works Management Framework. The construction works will be delivered by Office of Public Works direct labour; procurement of a works contractor is not included in this commission. The services include detailed design, hydrological and hydraulic modelling, ground investigation specification and interpretation, review and validation of the completed EIA and Appropriate Assessment screening, statutory consent documentation for approval under Part 8, works package preparation for direct labour delivery, Project Supervisor Design Process duties, construction-stage technical support and design authority, and handover documentation. The Scheme is funded by the Office of Public Works.

Aim of strategic procurement: Reduction of environmental impacts
he design and construction of the flood defence works are subject to environmental controls addressing the sensitivity of the River Clodiagh, Inland Fisheries Ireland working windows, bird nesting season constraints on vegetation removal, invasive species and crayfish plague biosecurity, and the setting of the Rahan monastic complex. The Consultant is required to describe the environmental management measures to be applied to the commission, which are assessed as a suitability criterion, and to prepare a construction and operational stage water quality and fisheries protection method statement. The Scheme itself is a climate change adaptation measure, providing protection to the 1% AEP fluvial standard.

The Services are performed at Tullybeg, Rahan, County Offaly, on the right bank of the River Clodiagh, and at the Consultantโs own offices. The site extends approximately 430 metres along the right bank between the Rahan wastewater treatment plant and Rahan Bridge, in the townland of Tullybeg. Site attendance is required during the statutory consent process, for ground investigation supervision, and at defined hold points and technical meetings during construction, which will be carried out by Office of Public Works direct labour. Meetings with the Contracting Authority will be held at รras an Chontae, Charleville Road, Tullamore, County Offaly, or online.
