Purchase. at the European Foundation's premises in Dublin and/or at a location that will be agreed between the contractor and the Foundation. The establishment of a framework agreement. Estimated total value of purchases for the entire duration of the framework agreement: (estimated value excluding VAT) range between EUR 0 and EUR 240 000. Short description of the contract or purchase(s): The Foundation's research findings, data and recommendations are communicated at high profile conferences, seminar and workshops (on average 100 events per annum), press events (on average 30 per annum), and disseminated via its web site (on average, circa 4 500 000 user sessions per annum), in reports (circa 150 reports per annum) and at visits to the Foundation's premises in Dublin and Brussels (about 50 visiting groups per year). While the visibility of the Foundation and the positive acknowledgement of its work from stakeholders at EU level have increased in recent years, the Foundation recognises the need to communicate more effectively with the general public. By presenting its recent research findings, data and recommendations in the audiovisual format, is it anticipated that European television and audiovisual media would more readily and effectively convey the Foundation's key messages to the general audience. The 2-fold objectives of the project are: A. To produce complete promotional films, in various lengths and formats, as part of the Foundation's focused communication efforts to disseminate research findings, data and recommendations to the general public. B. Ultimately, over the period of 4 years, build a library of complete films and raw video footage, images and copyright free audiovisual material that can be combined and used in the Foundation's communication activities. Against this background, the ambition with this open tender procedure is to find a suitable producer of audiovisual material for communication purposes that can help realise these objectives. Quantity or scope of the contract II.2.1) Total quantity or scope: The external supplier will be requested to produce and deliver audiovisual material relating to 3, or about 3 communication priorities/topics per year. Each topic could result in 1 or all of the following deliverables (approximate time indications only): A. 10 minute complete film (broadcast quality). B. 3 minute overview film (broadcast quality). C. 30 second promotional webcast. The production process of each film is on the following 4 parts: A. scripts and production plans; B. On-site filming and sourcing; C. Graphic design and editing; D. Post-production. The products to be produced and delivered will be dependent on the annual communication priorities and the allocation of budget. The products to be produced and delivered will be agreed between the contractor and the Foundation's customer relations manager and press officer. The budget will be up to a maximum cost of EUR 60 000 per year and a total price for the 4-year period of the framework contract agreement will be up to a maximum cost of EUR 240 000. Estimated value, excluding VAT, range: between EUR 0 and EUR 240 000. Duration of the contract or time-limit for completion: Duration: 48 months from the award of the contract. Information and formalities necessary for evaluating if requirements are met: a) list of references for similar contracts for the provision of audio visual material specifying clients, dates, sums involved and including examples of previous work within the past 2 years; (i) demonstrating the proven ability to carry out the entire production process, i.e. pre-production, on-site filming, sourcing and graphic design, editing and post-production by way of references; (ii) demonstrating the proven ability to visualise socio-economic research issues by way of references; (iii) illustrating the proven ability to deliver audiovisual material in MPEG-2 and real video formats on DVD by way of references; (iv) demonstrating ability to produce and source own material by way of references; (v) demonstrating the ability to present socio-economic research and key message in a graphical form for audiovisual material, appealing and attractive to the general public by way of references. b) a comprehensive company profile; c) CVs of the staff proposed for this contract; d) profiles of providers proposed for sourcing materials for audiovisual material. Award criteria IV.2.1) Award criteria: The most economically advantageous tender in terms of the criteria stated below: 1(a) quality of deliverables and time per production cycle. 2(b) technical merit of the proposal. 3(c) general quality of the proposal. 4(d) evidence of understanding of requirements of the tender and ability to deliver. Only tenders achieving a minimum of 70 % of the total score will be further evaluated in relation to price. The tender offering best value for money will be chosen. Value for money means the best quality/price combination. The contract will be awarded on the basis of the quality of the proposal, cost and the competence and experience of the applicants, which, in the opinion of the European Foundation for Improvement of Living and Working Conditions, most satisfy the necessary economic and technical criteria.
