Title attributed to the contract by the contracting authority: National Broadband Scheme ("NBS") Support Contract. Provision of technical, financial and commercial advice and support to the Department of Communications, Energy & Natural Resources ("the DCENR") in relation to project management, set up and monitoring the implementation and roll-out of a National Broadband Scheme ("NBS") in Ireland. The DCENR is currently undertaking a competition to appoint a service provider to make certain broadband services available on a retail and wholesale basis to specified areas of Ireland. It is envisaged that the contract to provide the NBS broadband services ("the NBS Contract") will be awarded in the last quarter of 2008. Upon entering into the NBS Contract with the successful NBS tenderer, the DCENR and its officials will require technical, financial and commercial advisory services to assist the DCENR to project manage, adminiter, monitor and oversee the operation of the NBS Contract and the NBS project generally. In brief summary, the required technical, financial and commercial advisory services will include advisory work in relation to: •Set up and project management of the NBS Contract and the NBS project generally; •Monitoring of roll-out of the NBS services pursuant to the NBS Contract; •Administration of the payment mechanics of the NBS Contract; •Monitoring of compliance by the NBS service provider with specified technical, financial and commercial requirements of the NBS Contract; •General ongoing assistance to the DCENR and its officials as required from time to time with respect to the techical, financial and commercial elements of the NBS Contract and the NBS project generally; and. •Such other requirements as are set out in the Invitation to Tender and the Conditions of Contract (as to which, please see below). Full details regarding the scope and requirements of the commercial, financial and technical advisory services are set out in an Invitation to Tender which is available from the address set out in Annex A of this Contract Notice upon satisfactory completion of the conditions and requirements set out in Section IV.3.3 of this Contract Notice. Award of a contract for the technical, financial and commercial advisory services covered by this competition will, amongst other matters, be dependant upon the conclusion of the NBS Contract.
