Information on framework agreement II.1.5) Short description of the contract or purchase(s): This project involves research on the development of out of school childcare services for 5 to 12 years old. The focus is on provision for children living in disadvantaged areas. Such provision may be through formal services in the public, private or social economy sectors, or through development of voluntary or unpaid services. This research will focus on services for children living in disadvantaged areas - supporting community initiatives, development of public, voluntary and informal (e.g. neighbours, grandparents) services - and its impact on quality of life and social exclusion among children. Results will contribute to the European policy debate on employment creation on the one hand and social exclusion on the other, as well as to the European year of Equal opportunities for all in 2007. The objectives of the study are: - to develop a framework to examine the development of out-of-school services and jobs to support children aged 5 to 12 in disadvantaged areas, - to present 18 case studies altogether of such services from 6 countries, including reference to why and how they developed, success factors and challenges, - to explore the contribution of these childcare services for children aged 5 to 12 living in disadvantaged areas to combating social exclusion and improving quality, - to present a consolidated report (with in-depth analysis of different disadvantaged areas) of the development of out-of-school childcare services and job creation in this field. Quantity or scope of the contract II.2.1) Total quantity or scope: The contractor is to produce the following deliverables for: Part 1: (a) overview of the issue at EU and Member State levels/concepts and framework for analysis; including operationalisation of 'disadvantages areas'; (b) in-depth studies in 6 countries of the development of ideas and services in this field for children in disadvantaged areas; (c) identifying and assessing 3 cases of good practice (3 pages per case) for each of the 6 countries, based on the conceptual framework. Combining the findings from the overview and national reports in a consolidated report. Subject to the availability of budgetary funds the Foundation intends to conclude a contract within the timeframe of the period of validity i.e. within 9 months from the deadline stated for receipt of tenders. Range: between EUR 75 000 and EUR 90 000. Duration of the contract or time-limit for completion: Completion: 30.4.2007.
