Title attributed to the contract by the contracting authority: Supply of Digital Dictation Equipment. The Office has in the past provided each Member with a magnetic tape based voice recorder, and a transcription machine for use by the Member's secretarial assistant. The Office wishes to ensure that equipment provided to Members is modern and efficient, and supports Members in the performance of their duties as legislators and representatives. To this end, the Office intends to provide digital dictation facilities for Members' use. The requirement of the Office is to provide a digital dictation device to each Deputy and Senator, and a transcription facility to the secretarial assistants and parliamentary assistants employed by the Members. Initially, the Office will conduct a 'Digital Dictation pilo', consisting of twenty (20) participants. Based on the outcome of this pilot (which it is envisaged will be of 3-4 months duration), the Office may draw down additional digital dictation devices and transcription facilities, to a maximum of 200 potential users, although in reality it is likely that the number of users will be less than this. Additional optional features such as automated transcription (voice to text) software, either stand-alone or server based, for use by Members and their support staff, telephony based dictation facilities, document creation and management software, are not required at this point, but may be required in the future. Tenderers are invited to offer these as optional items in this tendering process. The objectives of migrating to a digital dictation system are - to provide a user-friendly, more flexible method of dictation e.g. inserting, deleting, remote working, electronic transmission, etc. - to improve efficient and effective use of staff resources; - to implement a system which provides the framework and flexibility for further development; - to ensure optimum use of storage media, particularly server space; and - to effect a saving of desk space.
