Printing and posting of personalised letters to Companies Registration Office clients. (a) CRO will require the successful tenderer to be able to receive, every Monday morning (Tuesday morning where a Bank or Public Holiday falls on the Monday), the CRO text file containing the applicable company and director names and associated personalised data, relevant letter types/codes, to marry the data and then to print, envelope and post/issue the letters, all within a maximum period of 4 days (i.e. by the following Friday). One letter type must have enclosed with it an A-4 sized, triple-folded leaflet, printed by the preferred tenderer. Another letter type must have enclosed with it a form from the Revenue Commissioners, supplied, pre-printed, by CRO. All letters must be dated and posted the following Friday. All letters, whether issued by registered or standard post, must clearly display the bar code in the window section of the envelope. When the preferred tenderer is demonstrably at ease with the 4-day turnaround requirement, CRO may require that a 2-day turnaround come into effect i.e. the text file would be sent to the preferred tenderer on a Wednesday morning and the letters would continue to issue on the following Friday. CRO will require to see proofs/samples of each letter type to issue in any week to be sure that the correct letter types will issue to the correct companies/directors. Proofs/samples will be checked by CRO and returned on the same day where they are received here sufficiently early. In relation to expected volumes over time, an indication of same can be derived from the following figures for letters which have been issued to date in the half-year since the automated process first came fully on-stream, last May. In that 27-week period, a total of 96 000 letters, covering 11 letter types, have issued. In the week with the highest volume, 23 500 letters issued and in the week with the lowest volume a total of 400 issued. The volume which issued in the highest-volume week is foreseable every year, reflecting as it does the peak number of ARDs which occur in the period at the end of September each year. Typically, between 2 000 and 3 000 letters issue per week. The speed at which a tenderer can demonstrably issue the letters after receipt of the text file from CRO as described in paragraph 9, is an extremely important requirement and will be so reflected in the scoring system under the evaluation process. (b) Secondly, CRO will require the successful tenderer to print and post to those presenters who act on behalf of companies in relation to filings with the CRO, and who have accounts with the Office; ยท Account statements, of which about 900 per month issue at the moment (via a postal contractor, who prints them from text files (headers and detail) sent to it by CRO); ยท Receipts in respect of top-up payments made by presenters to their CRO accounts, of which approximately 300 per month are issued direct by the CRO at present.
