Title attributed to the contract by the contracting authority: Supply, Installation & Commisioning of Traffic Signal Control Equip in Sth Co Dublin. Specifications and general requirements. The locations for the installation of MOVA are as follows: (i) Lucan Road/ Chapel Hill Junction (ii) Old Galway Rd/ Adamstown Junction (Courtney's Pub) (iii) N81/ N82 Junction (Citywest) (iv) Ninth Lock Rd/ New Nangor Rd Junction (v) Rathfarnham By-pass/ Butterfield Ave (vi) Rathfarnham Rd/ Willbrook Rd (vii) Grange Rd/ Nutgrove Ave. (viii) N4 Lucan Rd/ Kennelsfort and The Oval South Dublin County Council shall not be responsible for any costs incurred in the preparation and submission of any tender. It shall be the responsibility of the tenderer to satisfy him/themselves as to the condition and suitability of the existing controller, loops and ducting at each location. All equipment necessary for the commissioning and satisfactory operation of MOVA shall be provided at each location and shall be included in the tender price. All necessary loops, ducting, slot cutting, traffic management and civil works shall be included in the tender price. The contractor shall provided details including quantities of civil works intended to be carried out at each location. These details and quantities shall be deemed to form part of the Bill of Quantities. Any proposal not containing such details will be rejected. As constructed drawings detailing the locations of new loops ducting and any alterations to the street furniture shall be provided and the cost of such drawings shall be included in the tender price. Such drawings shall include the stage sequence and permitted movements. Such drawings shall be in AutoCAD format. Base drawings in AutoCAD format shall be provided by the Council. All equipment supplied and all works carried out shall comply with the following documents: Requirements for the design and Installation of Traffic Control Equipment for South Dublin County Council Issue 4.0 March 2008. The tenderers attention is drawn, in particular, to the maintenance requirements for the signals whist in the tenderers possession. The costs of meeting such requirements shall be included in the tender price. The successful tenderer shall be responsible for the maintenance of the signals in accordance with the requirements document from the time work commences in the controller (including breaking the seal) until the signals revert into the charge of South Dublin County Council. The signals shall revert to South Dublin County Council upon substantial completion of each junction. The design of the equipment shall be such as not to create or be corrupted by telegraphy, telephony or radio interference. (See BS800). All civil works shall be carried out by the successful candidate. Existing Traffic Department street furniture to be utilised as much as possible. A full delivery, installation, and commission schedule must be provided. It must be demonstrated that the successful candidate can deliver on this schedule. Deadlines provided for in this schedule are final and failure to deliver upon these deadlines will be grounds for termination of contract or for deductions in payments. This may be subject to arbitration. Delays arising from forces outside the control of the candidate, or his subcontractors and or agents will be the only amendment to the delivery schedule. Factory acceptance test. All equipment will be available for inspection by Client at a suitable location in Contractor's store prior to installation. The tendered price shall include delivery, installation and commissioning of the equipment. A full set of installation, servicing, operating and maintaining documents must be supplied to South Dublin County Council for all systems and products supplied. The Council shall make such inspections and enquiries as are necessary to ensure that the contract is being satisfactorily performed and the contractor shall provide whatever assistance may be required for this purpose. All works (civil and electrical) must be carried out with adequate traffic management, which must be approved by the SDCC Traffic Section prior to commencement of works. All works involving the breaking of ground require a 'T' licence in accordance with the Roadmap.ie system. A least two week's advance notice of the date of commencement of works must be provided to assure the correct licence is secured. All costs for licences and traffic management must be included in the tender price, no bond will be charged by SDCC for road openings. The Contractor shall in the performance of the contract take all reasonable precautions to ensure safety of road users, pedestrians and his own employees and shall observe and put into effect any requirements of the Council in that regard. The Contractor shall, after carrying out its duties, leave the equipment in a clean sound condition, and shall clear away rubbish.
