Framework for consultancy services for assistance in the delivery of national roads programme. The National Roads Authority ("the contracting authority") is acting as a central purchasing body in respect of a multi party framework agreement ("the framework agreement") for the provision of multi-disciplinary consultancy services for roads related projects ("the Services") with an anticipated duration of 3 years, with a possible extension, at the sole discretion of the Contracting Authority, for a further twelve months. The public bodies that will be entitled (but not obliged) to draw down Services from the Framework Agreement in accordance with the rules of the framework agreement are: Donegal County Council. Mayo County Council. Galway County Council. Cork City Council. Cork County Council. Kerry County Council. Kildare County Council. Roscommon County Council. Longford County Council. Leitrim County Council. Sligo County Council. Tipperary North County Council. Tipperary South County Council. Limerick County Council. Westmeath County Council. Meath County Council. Waterford County Council. Wexford County Council. Carlow County Council. Kilkenny County Council. South Dublin County Council. Wicklow County Council. Offaly County Council. National Roads Authority. (each a "Client" for the purposes of this document and collectively referred to as "the clients"). The successful applicant(s) will be required to enter into a framework agreement with the Contracting Authority, a form of which is available for download. Contracts for individual projects entered into by individual Clients on foot of a mini competition pursuant to the rules set out in the framework agreement ("Call-Off contracts") shall be governed by the GCCC Standard Conditions of Engagement for Consultancy Services (Technical). Neither the contracting authority nor the clients guarantee that any work will be procured under the framework agreement and reserve the right to carry out separate procurement processes for services within the scope of the framework agreement should they, at their sole discretion, consider it appropriate to do so. Provided a sufficient number of suitable applicants are available, it is anticipated that a maximum of five applicants will be appointed to the framework. The tender documents (available for download) set out the award criteria and the award process which will be followed by the Contracting Authority in making the assessment of whether Candidates are suitable to provide the Services and, from those Candidates deemed to be suitable, the 5 tenderers whose tenders are the most economically advantageous. These documents also set out the information which must be supplied by applicants. tenders must be submitted in accordance with the instructions to tenderers. Any tenders not complying with the instructions to tenderers may be rejected by the Contracting Authority, whose decision in the matter shall be final.
