Provision of enhanced home services HSE 069/10. The Health Service Executive invites Candidates interested in entering into a Framework Agreement with the HSE for the provision of enhanced home support and personal care services for older people to compliment existing community services. Please note that the Services are categorised as Annex IIB for the purposes of Directive 2004/18/ECon the coordination of procedures for the award of public works contracts, public supply contracts and public service contracts. The HSE is not obliged to comply with the full requirements of the Directive. Notwithstanding this, it is the intention of the HSE to carry out the process in a manner that is fair, objective, transparent and non-discriminatory. One of the roles of the HSE is to provide community services for older people throughout the country through various services and programmes. One of these services is the home support service. These services are a vital component in the HSE strategy of supporting older people to remain in their homes. 11 % of the population, 467,926 (census 2006) are older people over 65 years old in Ireland. The CSO predict that this cohort will double by 2026 to an estimated 909,000. Furthermore the older persons population is expected to reach 1 200 000 million by 2036. Since 2006, the HSE has increased expenditure for the Home Care Package Scheme to EUR 120 000 000 and in 2010 a further EUR 10 000 000 has been allocated. In 2009 the HSE provided 4,710 home care packages, at year end 8.959 people were in receipt of a home care package and a total of 12,107 people benefited throughout the year. In 2010, the HSE intend to provide 5,100 Home Care Packages and expect 9,613 older people to be in receipt of a home care package with approximately 13,000 older people benefiting by year end. The HSE invites organisations to tender to provide high quality enhanced home support and personal care services for older people to meet the requirements of the HSE. Enhanced home care for the purpose of this tender is defined as; the additional home care services and supports purchased where the individual requires services in excess of the local health office capacity, resources and or appropriate service provision for an individual. The national tender process will be used to qualify successful organisations to tender in the four HSE Regions to be placed on the HSE approved panel of enhanced home care Service Provider s.
