Lower Lee (Cork) flood risk management scheme. A Catchment Flood Risk Assessment and Management (CFRAM) Study has been carried out for the Lee catchment in the South of Ireland. The Draft Catchment Flood Risk Management Plan was published in February 2010. This draft plan recommended the further optimisation of the operation of Carrigadrohid and Inniscarra reservoirs coupled with localised flood defences as a viable flood risk management option to reduce fluvial flood risk along the Lower Lee and for Cork City in particular. The draft plan further recommends localised defences through Cork City to provide protection against tidal inundation. The Office of Public Works, in partnership with Cork City and County Councils, now plans to commission a study in order to bring forward proposals for a scheme of flood risk management measures and defences to reduce the frequency and severity of fluvial and tidal flooding, and to facilitate increased discharges from Carrigadrohid and Inniscarra reservoirs without inundating properties. This study will build upon the extensive hydraulic and hydrological assessments carried out as part of the Lee CFRAM Study. The consultant appointed will carry out a feasibility study with attendant surveys, hydrological and hydraulic modelling and design of appropriate defences, resulting in the outline design of a preferred scheme along with the completion of a cost-benefit analysis report. Should the contracting authority decide to progress the scheme through the remaining stages, the consultant will prepare the necessary documentation to bring the scheme forward to public consultation, undertake the detailed design of the scheme, take the matter through the tender stage for contractors, if required, and supervise the works, if required.
