The Department of Foreign Affairs engages in partnerships with International Non-Governmental Organisations (INGOs) and Civil Society Organisations (CSOs) and supports development and humanitarian interventions in order to further its policy objectives. The Department currently manages a number of strategic funding schemes to facilitate these partnerships including Ireland’s Civil Society Partnership for A Better World (ICSP), the Civil Society Fund (CSF), and a number of Strategic Partnerships (SPs). Each scheme facilitates grant support to INGOs and CSOs (“partners”). Processes in place to assess and manage financial risk across these funding schemes. The Department wishes to engage external consultancy services to support the Civil Society Unit (CSU) to optimally manage financial risk across its funding schemes.
