Provision economic consultancy for Dublin Airport Authority. The objective of this RFI is to short list candidates to be invited to tender for the provision of specific services in relation to the economic regulation of Dublin Airport Authority for the period to end June 2015. If shortlisted Canditates will be invited to submit proposals to provide advice and assistance including but not limited to the following areas: 1. Advice on regulatory strategy, particularly the advantages/disadvantages of specific theoretical or practical regulation concepts or proposals as they would impact on DAA, taking into consideration strategic, capital investment, funding and pricing issues; 2. Assistance in reviewing internally prepared submissions; 3. Advice in the on-going consultation process with the regulator; 4. Information on how regulatory issues are dealt with in other jurisdictions/industries; 5. Advice re responses to suggestions made by other interested parties in the regulatory process e.g. airport users; 6. Advising on submissions for approval for fees charged in connection with Access to Installations (in accordance with Article 14(3) of the European Communities (Access to the Groundhandling market at Community Airports) Regulations 1998 (“the Irish Regulations”); 7. Attendance at internal DAA regulation team meetings, DAA Board meetings and/or at meetings with CAR / airport users / Appeal Panel; 8. Assistance in preparing presentations. Respondents should note that, given the nature of the legislative provisions associated with the regulatory process, the timescales for responses to any DAA requests for assistance are likely to be tight. Dublin Airport Authority management and staff will be involved in the overall development of formal submissions and responses to queries or issues raised by CAR or other interested parties and is seeking a partnership relationship with the provider of the consultancy service.
