RFT - Evaluation of Finuas Programme and training networks programme. The objective of this RFT is to procure the services of a professional firm to conduct evaluation of Training Networks Programme (TNP) 2010/2011 and Finuas Programme 2009/2010 and report the findings to Skillnets Ltd. The scope of the assignment is divided into: Assignment A - will involve the evaluation of the activity of 69 networks (based nationwide). It will cover two distinct programmes, namely: — Finuas Programme – this includes the training activity of 4 networks during a period from 1.6.2009 to 31.12.2010, — Training Networks Programme (TNP) – this involves evaluation of training activity of 65 networks covering a period from 1.4.2010 until the year end on 31.12.2010. Assignment B – will involve evaluation of the activities of 65 networks of TNP programme covering the period from 1.1.2011 until 31.12.2011. Assignment B is subject to contract being extended on grounds of availability of funds and satisfactory performance of service provider (i.e. satisfactory completion of Assignment A). The evaluation of both assignments will be carried out at several levels of analysis and will involve analysis of data, interviews, drawing conclusions and making recommendations where appropriate. The findings shall be reported to Skillnets Ltd in the prescribed format. It is envisaged that Assignment A will commence in December 2010 with the final report produced by the end of February 2011; Assignment B is envisaged to commence in January 2012 (subject to availability of funds and satisfactory completion of Assignment A) with final report submitted by the end of February 2012.
