The services required can be grouped as follows: 1. Strategic Advice and Support – focusing on longer-term organisational wide solutions, development of policies and identifying funding for energy efficiency. 2. Energy Audits, etc. – carrying out DECs, general and SI 426 compliant energy audits, feasibility studies, and business cases. Energy audits must take into account carbon analysis, the public sector targets of 50% RES heat & 50% carbon savings, and include the plan to get to BER B. Capacity and expertise to carry out Energy Efficiency and Decarbonisation Reports must be demonstrated. 3. Leisure Centres - Leisure Centres have been identified as Significant Energy Users (SEUs) in each Local Authority in the MEA. It is required that both Energy Audits and Energy Efficiency and Decarbonisation Reports are conducted by specialist consultants with demonstrated capacity and sectoral expertise. 4. Project Pipeline - determine the most cost effective and carbon effective projects to be undertaken to reach 2030 and 2050 targets. 5. Training, and Outreach to Communities – provision of training and seminars to encourage staff and the general community to embrace energy efficiency and to progress energy efficiency projects. 6. Technical Advice and Support - Capital Projects and M&R Assistance 7. Energy Efficiency Projects and Energy Generation Projects – carry out specific aspects of energy efficiency and energy generation projects including design, analysis and post project evaluation.
