It is currently proposed that DKIT will grant a long term lease, with the appropriate contractual arrangements, to the successful tenderer under which the successful tenderer will be entitled to build, operate and maintain a biomass boiler on the DKIT campus for the purposes of providing heat on an ESCo basis to (i) DKIT; (ii) Louth Hospital; and (iii) OFC via the district heating network. These 3 contracts are separated into lots for the purposes of this procurement process. There may also be additional contracts relating to the roll out of the district heating network. It is currently proposed that the lease between DKIT and the successful tenderer will permit the successful tenderer to exploit, for its own gain, the biomass boiler and district heating network by providing heat to other public and/or private third parties. This will be contingent on the successful tenderer satisfying the contracting authorities that it is in a position to satisfy its obligations under the heat purchasing agreements. More information in relation to potential third parties will be provided to participants in the competitive dialogue. While it is currently proposed that the successful tenderer will be required to self-finance the project, it is intended, in conjunction with this procurement process, to grant the successful tenderer a Concerto grant to assist it in the roll out of the biomass boiler and district heating network subject to satisfaction of the conditions of the grant scheme.
