Title attributed to the contract by the contracting authority: Framework Agreement to hire Trainers to implement the FรS/HSE Bridging Initiative. FรS and the HSE have developed a bridging process for clients to move from Rehabilitative Training to FรS Vocational Training. This bridging process is to facilitate the progression of HSE Rehabilitative Training clients completing their programmes, by preparing those who have the potential, including skills, aptitudes and desires, for training for open labour market employment or other FรS progression routes. The Bridging process will be divided into three phases and phase three will be the actual "Bridging Programme", which is being tendered for. The commencement of the Bridging Process will be on the basis that throughout the entire development phase (Phase one and two) the individual remains the Client of the HSE, until he/she is agreed to be ready to fully engage in an appropriate FรS initial vocational/foundation training programme (Phase 3) or Employment Service /Community Service Supports for people with a disability. The duration of the bridging programme will not exceed three months. It should contain appropriate skills sampling and the necessary training to determine whether participants are capable of progressing to other FรS Services or would be best supported in a HSE environment. It is estimated that this programme will involve 10-12 people in each location โ€“ Co Dublin, Co Cork and Co Galway. The purpose of this Pre-Qualification Questionnaire is to obtain sufficient information to enable the Contracting Authority to evaluate the suitability of potential Service providers to meet its requirements. During the Pre-Qualification stage, the intention is to arrive at a list of up to five prospective Service Providers for formal Invitation to Tender in respect of the service Framework Agreement.
