Short description of the contract or purchase(s): According to the 2007 work programme, the European Foundation intends to produce a study which shall deliver new insights into the 'Dynamics of the European sectoral social dialogue'. These 'Dynamics' had been identified by previous research of the European Foundation as 1 distinguishing factor of the EU-level sectoral social dialogue. This is why the 2007 research project aims at a mapping and an in-depth analysis of the European sectoral social dialogue. Thus, the main content-related objective of the research project is to describe, analyse and assess the European sectoral social dialogue. This assessment will encompass the actors, the processes and the outcomes of the European social dialogue. Common procurement vocabulary (CPV): 73210000. Quantity or scope of the contract II.2.1) Total quantity or scope: A) The contractor will be asked to provide an analytical report mapping, describing, analysing and assessing the European sectoral social dialogue. As for the scope of the contract, the project should include an in-depth analysis of the European sectoral social dialogue and its outcomes. B) The contractor will be asked to complement the above analytical report with a minimum of 45 semi-structured expert interviews, of approximately 30 minutes, to be conducted with the actors of the European sectoral social dialogue from both sides of industry and Commission officials in charge of the administration of the Sectoral Social Dialogue Committees. Estimated value, excluding VAT: Range: between EUR 0 and EUR 60 000. Duration of the contract or time-limit for completion: Duration: 12 months from the award of the contract. Award criteria IV.2.1) Award criteria: The most economically advantageous tender in terms of the criteria stated below: 1. quality of the proposed method to be applied in describing, analysing and assessing the European sectoral social dialogue; weighting: 50: The proposal will be assessed on the basis of 3 elements: 1) the proposed method of selecting and carrying out the experts' interviews - (30 %): This will be assessed on the basis of 3 elements: a) the proposed method of how to select the relevant sectors and interviewees - (10 %); b) the structure and content of the interview guideline - (10 %); c) the implementation of the expert interviews (including realistic timetable and suggested methods of how to cooperate with the social partners and Commission officials) - (10 %); 2) the proposed method of how to map and describe the European sectoral social dialogue - (10 %); 3) the proposed method of how to analyse and assess the European sectoral social dialogue - (10 %); 2. quality of the research proposal regarding the analytical report (evidenced by a clearly-structured research proposal addressing the objectives, tasks and methodology of the project); weighting: 30; 3. quality of the project management, work plan and reporting for deliverables, division of labour within the research team (planning, realistic timing and meeting the deadlines, team roles and responsibilities in function of skills, quality assurance, risk assessment, etc.); weighting: 20. N.B. Only tenders achieving a minimum of 70 % of the total score will be further evaluated in relation to price. The tender offering best value for money will be chosen. Value for money means the best quality/price combination. The contract will be awarded on the basis of the quality of the proposal, cost and the competence and experience of the applicants, which, in the opinion of the European Foundation for Improvement of Living and Working Conditions, most satisfy the necessary economic and technical capacity.
