The Pensions Board

Title attributed to the contract by the contracting authority: Data Management Solution. The aim of this project is to appoint a sole provider to develop an integrated IT system for occupational pension data to support the Board’s objectives, as follows: 1. There should be a common database on a single platform for all functions of the Board. (a) Data provided to the Board as a result of scheme registration and Eurostat reporting obligations; and (b) Data generated by the Board as part of its regulatory activities, with particular regard to risk rating of schemes and service providers. External data will be provided through a system of electronic updating of the Board’s database directly by pension schemes and/or their administrators. The Board should have the tools to enable it to manipulate and analyse the data as necessary. Appendix B sets out the specification of the proposed database. The system as described will enable the Board to risk assess schemes and administrators by reference to certain criteria including analysis and assessment of the financial position, performance of their regulatory responsibilities and other risk factors. A key deliverable of this project is to achieve greater administrative efficiencies and enable the Board to enforce compliance more effectively through proactive supervision and the use of the available legislative sanctions such as fines, administrator restriction, prosecutions etc. In addition the system should also facilitate improved interaction among the Units of the Board, especially between Regulation and Information. Appropriate links should be provided between the new platform and the existing Information Services Unit case management system and the PRSA system, both of which currently meet the Board’s data needs. The systems proposed should also contain the analytical tools necessary for the Board to extract Scheme Data to support policy and other work.
