Title attributed to the contract by the contracting authority: RFT for the Appointment of a Project Manager (Construction & Handover of Works Stages) at TTP. Background – Tipperary Technology Park (“TTP”). Launched in October 2000 the Tipperary Technology Park (“TTP”) is located on the outskirts of Thurles, County Tipperary. TTP is a Shannon Development Knowledge Network location and comprises a high quality physical environment with an advanced telecommunications infrastructure for indigenous and inward investment technology companies. The Park is home to a number of inward investment projects and has a core facility for incubating and growing new Irish technology companies. There is a range of accommodation available in the form of Business Starter & Expansion Units. Office suites range in size from 18.58sq.m. ft.) to 464.5sq.m. Following the success of the IW1 building in Tipperary Technology Park there is now a requirement to provide further high quality office accommodation in TTP. The company embarked on a capital investment project in 2007 to provide a new building in TTP. Since October 2007 Shannon Development has completed stages. (i) Preliminary, (ii) Design (iii) Tender Action, (Evaluation & Award in progress) The procurement strategy is that works be carried out as a single contract of traditional form, under the new Conditions of Contract, with Specialist Mechanical, Electrical and Window/Curtain Walling elements. On 25th June 2008 North Tipperary County Council issued a notification of a grant of planning permission for a 2-storey office building, separate plant building and associated site works including the redevelopment of the existing car parking area to provide a total of 165 spaces to serve the entire Technology Park subject to certain planning conditions. Planning reference 08510340. The necessary fire safety certification was granted by North Tipperary County Council on 16th July 2008 subject to conditions. The company has completed detailed design and has issued tender documentation to eight building contractors. Project Elements -. The proposed office development will provide 2000 m² of naturally ventilated office space over two floors with flexible occupancy. The design concept comprises an innovative, elegant and modern model encompassing good environmental manners creating a sustainable flexible working environment within its technology park context. The building will be constructed to surpass the latest sustainable office building design standards, the design features high quality materials. Distinctive architectural forms complement the individual character and setting of the site. The proposed scheme of both own door and open layouts includes simple yet impressive building elements grouped around a quiet landscaped amenity space. a)Structure Cast insitu reinforced concrete slab and column structure with infill blockwork. b)Entrance Core ‘Schuco’ FW50 and SG Curtain Walling with Irish Blue Limestone detail. c)Glazing to Office ‘Schuco’ FW50 Curtain Walling with powder coated horizontal louvers. d)External Walls ‘Stolit’ acrylic resin render finish. e)Floors & Ceilings Raised access floor and suspended ceilings to office areas. Porcelain tile to entrance lobby. f)Internal Walls Gypsum wall lining throughout. g)Site Works Reroute underground ESB cable. Realignment of existing car parking and provision of storm water attenuation. Full site lighting. h)Landscaping Boundary wall and boundary treatment to west boundary. i)Sustainable Design Naturally Ventilated building with passivent motorised windows. Bris Soleil louvred shading. Wood Pellet/Chip boiler for heating. Automatic energy saving dimming and switching (Lighting). Building thermal mass with reinforced concrete roof slab. External application of 130mm EPS insulation to walls. External application of 170mm Kingspan Styrozone H35 insulation to roof slab. Low e glass, double glazed throughout with average U value of 1.1 w/m2K. Hydropave stormwater attenuation system to entire car parking area. Objectives. Shannon Development wishes to procure the services of a single consultant to provide and coordinate all required consultancy services for the project throughout stages (iv) construction and (v) handover of works. All required consultancy services to include: (a)Project Management – to include acting as Employer’s Representative (b)Project Supervisor Design Process (c)Architectural (d)Civil/Structural Engineering (e)Mechanical & Electrical Engineering (f)Quantity Surveying (g)Landscape Design.
