Background โ€“ Kerry Technology Park (โ€œKTPโ€). Kerry Technology Park which opened for business in July 2001 is owned and managed by Shannon Development. The Park is being developed in partnership with the Institute of Technology Tralee and is part of the Shannon Development Knowledge Network โ€“ a network of five โ€˜world class locations for business and lifeโ€™, with other locations at the National Technology Park Limerick, Tipperary Technology Park, Birr Technology Centre, and Ennis Information Age Park, Ennis. The joint KTP / ITT development located in close proximity to Tralee Town Centre and extends to circa 113 acres overall of which c 63 acres are owned by the Institute and c 50 acres are owned by Shannon Development. The Kerry Technology Park presently consists of two buildings of c 25 000 Sq ft each which is home to a number of successful indigenous companies. The existing buildings are substantially let and continued demand for space has generated the need for further space on the Park The Shannon Development Board has approved the construction of a third office building consisting of c 26,640 Sq Ft over two floors. Architects were appointed by the Company during 2007 to design the new building and to bring the building to planning application and fire certificate application stage. Notification of a Grant of Permission was issued for the proposed building on the 3.4.2008 by Kerry County Council: Planning Reference 08/716 refers. The Fire Certificate application for the building is presently lodged with Kerry County Council with a decision due shortly: Fire Certificate reference F.A. 08 / 136 refers. The Company now requires to appoint the balance of a design team to work with the Architects to fully develop the building design and to manage the project from the present stage through full detailed design, tender documentation and tender process, appointment of Contractor, construction phase to building completion and including sign off at the end of the defects liability period. The appointment will be for a single Consultant to provide and coordinate the balance of the design team which will include Project Management [including acting as the clientโ€™s representative], Project Supervisor Design Phase, Civil / Structural Engineer, Mechanical / Electrical Engineer, Quantity Surveying, Landscape Design, and the Architects, who will join the Design Team for the remaining stages of the project and are appointed separately by the Company. The building will consist of two floors opening on to a central entrance atrium area. The building is designed to provide a flexible layout around a range of office unit sizes. Each unit will have its own door access opening off the spacious and bright entrance / reception area. The building elevation will consist of a combination of glazing, stone and architectural panels. The building will be designed to include elements of sustainable energy resources such as solar panels, recycling of rain water, natural ventilation, automatic energy saving dimming and switching of lighting, high levels of insulation and other associated items to be considered during the development of the building detailed design. The schedule for the project is to appoint the full design team by early 2009 with a view to preparing full contract and tender documentation for the project during the first quarter of 2009. Tenders will be sought from a panel of Contractors at the end of this period with a view to the successful Contractor going on site as soon as practically possible after this date. The target is to have the building complete for handover early March 2010. Objectives. The objective is to have the proposed office building complete and operational by early March 2010. Shannon Development wishes to procure the services of a single consultant to provide and coordinate all required consultancy services for the project, from the present project position to project completion, i.e. throughout Stage {ii} Design, Stage {iii] Tender, Stage (iv) Construction and Stage (v) Handover Of Works. All required consultancy services to include: (a) Project Management โ€“ to include acting as Employerโ€™s Representative; (b) Project Supervisor Design Process; (c )Civil/Structural Engineering; (d) Mechanical & Electrical Engineering; (e) Quantity Surveying; (f) Landscape Design. The services of the Architect are already procured. The appointed Architect will join the design team to work on the remaining Stages of the project.
