Title attributed to the contract by the contracting authority: Appoinment of Client's Representative, Dublin Waste to Energy Plant at Poolbeg. Dublin City Council is currently developing a Waste to Energy Plant at Poolbeg to treat up to 600 000 tonnes per annum of non-hazardous waste at Poolbeg Peninsula, Ringsend, Dublin 4. It is also developing a district heating utility heated by the proposed Waste to Energy Plant and other potential heat sources. Dublin City Council seeks Requests to Participate from suitably qualified Service Providers for the appointment of a Client's Representative whose responsibilities will include the following: — To act as Authority’s Representative under the PPP Contract for the Waste to Energy Plant for the construction and commissioning phases; to carry out detailed design, contractor procurement, stakeholder liaison and construction supervision of the district heating transmission pipeline and peak reserve boiler station; and, — The Client’s Representative may be required to represent Dublin City Council in the preparation of and during the carrying out of any statutory processes connected with the development of the District Heating utility.
