Title attributed to the contract by the contracting authority: CCTV over IP. The nature of the system is to provide: — Real time surveillance from remote locations of areas where fish or fishery products may be landed, — Transmission of Data over IP, — To record & store surveillance data for analysis where real time observation does not occur, — Provide video data to an evidential standard where an infringement of Fishery regulations is suspected. The selected system will be capable of: — Remote operation by means IP, — Remote viewing at fixed terminals and internet service, — Operation when disconnected from mains power for a period of 10 hours, — Resisting tampering or interference by mechanical of other means, — Providing tamper or interference alerts, — On camera buffer memory 10 hours, — Storage of Data off site. The selected system will be required to operate 24/7 in locations subject to adverse weather conditions due to exposed maritime environment. The Authority is in the process of acquiring all permissions including planning permissions for CCTV installations in a number of Coastal Locations. The Authority requires the successful vendor to provide a ‘turn key’ solution including: — Site assessment and system design in line with planning approvals, — Civil works associated with installation, — Connection to electrical power supply, — Obtaining all way leaves, — Provision of all or any RF and or microwave licensing and frequency allocation, the provider will prove the efficacy of and value for the selected medium, where internet communication is not possible, — Compliance with all health and safety requirements to the satisfaction of the owners of the facilities (ports), — Installation of CCTV cameras, — System acceptance tests and trials, prior to handover, — Maintenance, as fitted document and support for an initial 3 year period from handover, with option to extend.
