Kildare County Council is calling for tender responses to develop a Framework Masterplan for Naas town's North-West Quadrant, the single largest development opportunity in County Kildare. Kildare County Council's ambition is that this should be developed as a Sustainable Urban Expansion Area to Naas to bring a critical mass to the town and combine an appropriate mix of uses with a sustainable mobility strategy and excellence in urban design. The preparation of a Framework Masterplan for Naas’s Northwest Quadrant is a specific objective of the Naas Local Area Plan 2021-2027 (the “Naas LAP”) which has been prepared in the context of the National Planning Framework, the Regional Spatial and Economic Strategy and the Kildare County Development Plan 2023-2029. The Masterplan will be integrated into the Naas LAP by way of a statutory amendment, pursuant to Section 20 of the Planning and Development Act 2000 (as amended). The Framework Masterplan will include a land use strategy for buildout of the SUEA that will update the adopted Naas LAP land use strategy and the Land Use Zoning Objectives and inform future statutory land use strategies. The Vision for the Northwest Quadrant is to provide a sustainable low carbon urban district north of Naas Town and its development will: • Consolidate Naas as a coherent and integrated compact town that offers an excellent quality of life and an attractive place to live, work and visit, whilst achieving compact growth and a broad range of SDG Goals and National Strategic Outcomes. • Provides a critical mass to Naas that will provide a significant material boost to Naas Town Centre and its commercial, civic, social, educational, and cultural potential, whilst also integrating the town centre into the quadrant itself. • Create a place that combines new and integrated neighbourhoods with economic activity at scale to provide a realistic opportunity for people to live and work within Naas town and for commuting to be by non-car modes and to make a significant contribution to decarbonizing Naas. • Create a place that offers all the benefits of the 10-Minute Neighbourhood and provides convenient access to a wide range of higher-order assets such as community infrastructure. • Provide a range of new infrastructure and services to meet the needs of the broader Naas area. • Generate the opportunity to provide an exemplar urban extension development strategy to a town in Ireland that will be a testbed to address the key challenges and opportunities faced by Ireland as a whole. The project has the following key deliverables: • Stage 0: Design Execution Plan and Engagement Strategy • Stage 1: Baseline Report • Stage 2: Pre-Draft Framework Masterplan Engagement Report • Stage 3a: Evidence-based input reports • Stage 3b: Framework Masterplan Principles and Parameters report •Stage 4: Framework Masterplan Design Report • Stage 5: Draft Framework Masterplan • Stage 6: Infrastructure and Delivery Strategy • Stage 7: Character area guidance and architectural strategy; Stage 8 - Final Framework Masterplan • Stage 9: Public Spending Code Report – Strategic Assessment • Stage 10: Funding Opportunities for teh Naas North-West Quadrant; Stage 11: Integrating the Framework Masterplan into the Naas Local Area Plan 2021-2027 • Engagement Report • Energy Masterplan Report.
