Review of the National Treasury Management Agency’s Corporate Functions. The NTMA is seeking proposals to carry out a review of its centrally delivered corporate functions. The context of the review is the recent rapid expansion of the NTMA in terms of both its functions and staff numbers and the consequent need to ensure that the NTMA has in place the corporate policies and functions necessary to fulfil its expanded remit and to support each of its business units in the achievement of their objectives. The successful tenderer shall be required to carry out a review which shall include the following terms of reference: (i) to identify the corporate services required by each of the NTMA’s business units to support them in fully meeting their business objectives and legal/compliance requirements; (ii) to identify the extent to which these corporate services can best be provided through centrally delivered corporate functions and the extent to which they can best be provided by delivery within the business units themselves. The review should also identify any services that can best be provided on an outsourced basis; (iii) to identify areas where the NTMA’s central corporate functions are required to actively engage with the business units in developing the business strategy and specification for the required corporate service; (iv) to assess the NTMA’s current central corporate functions against best practice in each area and to identify any staffing/developmental needs within these corporate functions to meet the business units’ requirements; (v) to assess the capacity of the relevant central corporate functions to deliver the corporate governance requirements of the NTMA and the boards of the National Pensions Reserve Fund, the National Development Finance Agency and the National Asset Management Agency and to identify any enhancements necessary for the effective delivery of these requirements; (vi) to define a clear methodology for agreement between the NTMA business units and its central corporate functions on the services to be delivered and the delivery standards expected; and (vii) to report to the NTMA Chief Executive and senior management on (i) to (vi) above within 6 weeks of commencing the project.
