Title attributed to the contract by the contracting entity: Strategic rail investment needs review. The focus of this Strategic Rail Investment Needs Review is on the future development requirements of the Irish InterCity rail network and the regional services including commuter rail connections for the four provincial cities up to 2030. The potential for rail freight is also to be considered. The scope of the study only relates to InterCity, Regional and Rail Freight businesses. It does not relate to commuter rail services in the Greater Dublin Area (GDA). However the wider national strategy must be integrated with the GDA strategy. The major tasks in the review include: Demand assessment on a route by route basis for the network. Assessment of new business opportunities including the reinstatement of services on disused lines. Economic justification of investment on a major project basis and / or on a route by route basis. Financial assessment of emerging proposals including impact on subvention levels. Prioritisation of investment, ranked within a range of funding limits and economic indicators. Production of a demand assessment model and final report within the agreed timescale. The major emphasis will be on the economic justification for future investment in the railway within the context of national and regional policies. The planning horizon for this study is 2030. An inception report will be required by end March 2010. A draft Final Report will be required by end June 2010. The Final Report will be required by end July 2010.
