Creation of panel to advise Aviation Regulator on price caps and other economic issues. The Commission for Aviation Regulation is the Irish Governmental body charged with the regulation of airport charges at Dublin Airport and aviation terminal service charges at Dublin, Shannon and Cork Airports. It regulates airport charges and aviation terminal service charges by way of multi-year price cap determinations. The Commission invites expressions of interest from consultants that would like to be on a general panel from which tenders will be invited to assist the Commission in its role as an economic regulator. Examples of the kind of assistance that the Commission may seek include: — assessing the relative and absolute efficiency of the regulated companies at managing operating expenditure, e.g. by means of benchmarking its processes against those of comparator firms (including other airports or air navigation service providers), — assessing the costs of proposed capital expenditure projects, — forecasting future demand, — advising on an appropriate cost of capital; and, — allocating costs between different activities. This list is indicative rather than exhaustive. Parties with specialist expertise in other areas potentially relevant for economic regulation of the aviation sector are invited to identify them. Specialists should not be deterred from seeking inclusion in the panel because they cannot offer a full range of such services. Parties with specific operational or technical knowledge or experience of air navigation service providers should make reference to this expertise in their expressions of interest. The Commission needs to make a new determination on aviation terminal service charges no later than 31 December 2011. It may require assistance from consultants as part of this process. The current determination governing airport charges at Dublin Airport ends in December 2014, so the Commission does not currently envisage making a determination governing these charges during the life of the panel, although it is possible that the Commission may require ad-hoc expert assistance on issues relating to the economic regulation of airport charges. Potential panellists should note that it is possible that ultimately the Commission will decide that there is no need to seek any work from the panel. Expressions of interest should be brief and limited only to the specific information sought under ‘technical capacity’ below. More detailed information may be sought if and when the Commission issues requests for tenders in request of specific projects that may arise.
