Title attributed to the contract by the contracting authority: Provision of Student Residential Accommodation and Associated Facilities. The University of Dublin Trinity College (the "University") seeks expressions of interest from candidates in respect of the provision of student residences and associated facilities comprising circa 1,000 bed spaces ("the Project"). The scope of the requirement may include the following and related elements: to design, build, operate and maintain ("DBOM") student accommodation and associated facilities in accordance with the University's requirements. The Project may also include the supply of a site or a site and existing buildings (see further details below in relation to the Options) and the provision of finance for the proposed solution. The University's requirement of 1,000 bed spaces may be met under one or more contracts with different tenderers. Further works, services and supplies of a similar nature to those described above may also be required. The University is considering alternative contractual solutions for meeting this requirement: 1. DBOM with tenderers' own sites; and/or 2. DBOM with tenderers' own sites and existing buildings; and/or 3. DBOM with University sites; For the purpose of this competition, these alternative solutions have been described as "Options". Briefly, it is currently anticipated that the procurement process leading to the award of the contract(s) to provide student accommodation and associated facilities will be as follows: โ€” The University requires interested parties to qualify in relation to one or more of the identified Options, โ€” The qualification process will result in the selection of qualified candidates in relation to each Option, โ€” It is anticipated that the University will invite to participate in the dialogue those candidates who have qualified and have been selected in respect of Options 1 and 2 ("the Option 1 and Option 2 Qualified Candidates"), โ€” it is anticipated that it will be a pre-condition for the participation of the Option 1 and Option 2 Qualified Candidates in the dialogue that the existing buildings / sites which will form the basis of their tenders, have been approved in advance by the University prior to proceeding further in the dialogue. The procedures and criteria for such approval are set out in a separate site and existing building information memorandum (further details of which are included in section VI.3 - additional information). The Option 1 and Option 2 Qualified Candidates with approved sites/buildings may then be invited to proceed in the dialogue in respect of their solutions for those sites, โ€” it is anticipated that only where there are insufficient Option 1 and Option 2 Qualified Candidates and/or Option 1 and Option 2 Qualified Candidates with approved sites/buildings, that the University will invite the highest ranked Option 3 Qualified Candidate(s) to participate in the dialogue. It is anticipated that in this event, the University would release one or more of its own sites, which could then form the basis of tenders, โ€” it is anticipated that at the outcome of this competition, the University will award one or more contracts, to one or more tenderers, on the basis of one or more of the alternative contractual solutions or "Options" described above.
