Title attributed to the contract by the contracting authority: Appointment of a Master, Backup and Specialist Loan Services Provider to NAMA. On the direction of the Minister for Finance, the NTMA is seeking to appoint a Loan Services Provider to provide a number of services (the "Services") in respect of loan assets which will be transferred to NAMA. It is the NTMAโs strong preference that the required services, which are outlined at A, B and C below, be provided by one service provider. A. Master Servicing The services required include the following: 1. The electronic recording and collation of loan data including information in relation to: i. Loans; ii. Lenders; iii. Borrowers; iv. Hedging arrangements; v. Underlying assets held as security, including detailed information in relation to property (investment, development and landbank) vi. Other underlying collateral (e.g. shares, etc) vii. Valuation data for underlying assets and loans. The provision of a centralised reporting and MIS interface with NAMA. The provision of accounting services to NAMA 4. Centralised cash collection and foreign exchange management. Liaison with NAMA personnel regarding key trigger events. B. Back-up primary servicing It is envisaged that primary servicing of loans will be carried out, in the first place, by the lending institutions. However, the Loans Services Provider must have the capacity, if required, to carry out primary servicing of certain loan portfolios, including the timely collection of loan payments, liaison with NAMA personnel in relation to key loan decisions, covenant testing and the production of reports to NAMA in relation to loans and underlying assets. C. Special Servicing In situations where loan assets go into default, it is envisaged that management of those loans would be transferred to the Loans Services Provider who would be responsible for maximising the net present value (NPV) of recoverable payments.
